ATK, Magna, UT 2008 to 2009
Facilities Civil Engineer
Responsible for civil support in the maintenance and repair of buildings and infrastructure on a rocket manufacturing plant originally constructed in the early 1900's. Provided civil engineering services for the Naval Industrial Reserve Ordinance Plant (NIROP) that was adjacent to the ATK facilities.
• Developed an approved list of wall paint and floor finish products that assured compatibility with company codes and procedures that resulted in the resumption of maintenance upgrades to manufacturing facilities.
• Saved the company money by recommending and overseeing a project to install pervious concrete in pedestrian areas prone to icing. This minimized injuries to employees and visitors.
• Evaluated the roof failure of an earth covered wooden bunker. Determined that the structure would have to be either rebuilt or demolished. Estimates developed for each option were reviewed and it was determined to mothball the structure for future consideration. Prepared plans and specifications for temporarily preserving the structure.
• Responded successfully to an emergency replacement of a damaged platform used to unload acid used in production from rail tankers. Platform was designed, constructed, and ready in one month for the next shipment.
RIVERTON CITY, Riverton, UT 2002 to 2008
Public Works Director (2004 – 2008)
Implemented the development of the Public Works Department by merging the engineering, parks, culinary/secondary water, fleet, street lighting, and street/drainage divisions. Administered the Public Works Department and fostered interdivisional cooperation. Collaborated with other department heads to plan for City growth and development. Coordinated infrastructure improvements with abutting cities, the county, and state agencies.
• Consolidated independent operating divisions into one department to improve collaboration and cooperation. This resulted in a more efficient and effective process to address the city’s public works operations.
• Organized a new fleet division to control maintenance intervals and costs. Better records and lower costs were achieved.
• Due to City growth, it was determined that a new water maintenance facility was necessary. Developed the concept and budget, solicited architectural services, and coordinated the construction of the new water maintenance facility. Facility was constructed within the approved budget and schedule.

Assistant City Engineer (2002 – 2004)
Responsibilities included designing infrastructure improvements, calculating impact fees, reviewing development plans, managing construction projects, GIS, CAD, planning for growth, and coordinating infrastructure improvements with other governmental agencies.
CITY OF CENTERVILLE, Centerville, GA 2000 to 2002
City Engineer/Utilities Superintendent/Public Works Director
Responsible for the administration and operation of the public works/utilities department.
• Worked with the Mayor, Council, Department Heads, citizens, and other stakeholders to evaluate alternatives for the location and configuration of a new City Hall. The new City Hall was constructed on time and under budget.
• Aggressively expanded City limits and infrastructure to attract new residential and commercial development.
• Developed the program to finance and change water meters from visual read to touch read. This resulted in an approximately 50% savings by reducing the time required to collect meter readings and generate water bills.
• Coordinated a police sting of the Public Works Department to identify employees that were selling drugs.
• Facilitated the development of a regional shopping mall.
• Assisted with the creation of the City Administrator position.

Project Manager
Responsible for water, wastewater, road, landfill, site development, and storm water management projects from concept through construction, project budgeting, billing, marketing, and client maintenance. • Designed the site for a recreation facility at Robins Air Force Base and successfully defended the recommendation to deny a request for a change order from the contractor through arbitration.
• Evaluated, recommended, and designed a storm water management system at South Georgia College that minimized the aesthetic impact to the campus.
• Obtained new contracts for design services from existing clients by providing good customer and project management services.
• Successfully designed and managed a project to replace a highway bridge that was destroyed by flooding.
