During my more than 35 years of project management in the healthcare field I have gained substantial healthcare architectural experience. I have worked for an international firm, Leo A Daly, run my own firm, WEB & Associates, Inc, worked for top level Southern California firms building high quality leading edge projects, as a Project Manager or Director of Healthcare. My career also includes opening and running a branch office out of state for a local California Firm. I have solid experience with large healthcare provider systems such as Kaiser Permanente and Tenet Health Systems and with some of the largest healthcare campuses in the region, including Cedars-Sinai Medical Center and, Los Angeles County. I also have experience with many smaller stand-alone hospitals. I have developed an intimate knowledge of OSHPD and maintained long-term relationships with key OSHPD personnel. With over 90 major healthcare-related projects totaling over 2 million SF, I can bring invaluable skills to your healthcare projects.
During the last three years I have been Vice President, Director of Healthcare for Leo A Daly Inc. an international architectural firm. My responsibilities included taking a small architectural division and growing it into viable market sector, generating 25 % of the office income. During my tenure we won a 250 million dollar project with VISN 22 of the Department of Veteran’s Affairs to seismically upgrade 11 buildings on the West Los Angeles campus. After short listing we competed with 4 large top level firms for the project; prior to that the office had not won a major architectural project from the LA office in over a decade. I revived an Indefinite Delivery/ Indefinite Quantity (IDIQ) Contract with the VA that generated a million dollars in fees a year. I added Cedars-Sinai Medical Center as a client and won three of five projects that we were invited to compete for. In the developer market I landed Landmark Healthcare Facilities. We designed three MOB’s for them in three states; New Jersey, Michigan, and California. My department also completed the bridging document phase of Harbor/UCLA medical center expansion project for LA County. This is a design build project for the county that began as a traditional design bid build project in 1993. The total project budget is 350 million dollars.
For the four years from 2003 to 2007 I was the Campus Architect at a District Hospital, Antelope Valley Medical Center. During that time we developed a $100 million campus master plan. This plan involved extensive site work, including reworking of traffic flow and of the parking lots; the creation of a new double cardiac catheterization lab, Center of Excellence; the relocation of the lab out of the OSHPD building into a remodeled dialyses center; the expansion of the ED and the creation of a new 40 bed ICU. We took the master planning effort from conception to OSHPD submittal.
I was also the supervising architect for the conversion of an existing SNF building into a women’s center with a 22 bed NICU. Working with the District I hired the architects, selected the general contractors and monitored the construction of the project. I reported to the Director of Facilities and the Building and Facilities Board Subcommittee.
I am well known and respected at public and private institutions and agencies including the Los Angeles County Department of Public Works, OSHPD, Cedar-Sinai Medical Center, Antelope Valley Medical Center and many more.

New/Replacement Hospital
Harbor/UCLA Medical Center Surgery-Emergency Replacement Building, Torrance, CA
The original contract was signed in 1992. The project had been maintained at the agency level for 8 years when it was revised in 2001 and again in 2005. This project was converted to a design build project starting in 2007, and was the largest project that the county of Los Angeles had attempted in this delivery method. The budget for this work is 350 million dollars and will contain have a new 191,000-GSF Surgery-Emergency wing with 45,000 GSF of modernization to the existing hospital for expansion; (OSHPD).
US Department of Veterans Affairs Hospital Seismic Upgrade,
San Diego, CA
Provided all A/E services for the seismic upgrade of the existing 1,000,000-GSF Veterans Affairs Hospital in San Diego. The project includes structural analysis and architectural design. The team’s challenge was to add strength to the building to meet today’s codes and to minimize costs and disruption to the hospital’s operations.
Federated States of Micronesia Indefinite Delivery Indefinite Quantity, Kosrae State Hospital Assessment Report, Kosrae, FSM
Kosrae is a small island with a population of around 7000. The hospital is essentially a clinic that needs to be replaced. I took a Professional team out to the Island and did an assessment of the facility to secure funding from the US Department of Interiors.
Pontiac General Hospital, Pontiac, MI
This was a replacement project for an existing hospital. It is multistory building with a brick facade.
San Ramon Community Hospital, San Ramon, CA
The project includes a 125-bed stand-alone replacement hospital on a “green field†site overlooking the city. The development included medical office buildings and on-site parking. This was an early OSHPD project plan checked by the Office of State Architect in San Francisco, CA.
Antelope Valley District Hospital, Women and Infants Pavilion, Lancaster, CA
The 29 Million dollar 80,000-GSF project includes the conversion of a SNF building to an OSHPD-approved women’s hospital with 15 LDRs, 49 postpartum beds, four ORs, and a 22-bed NICU. The seismic upgrades included the strengthening of the structural system inside the building. Beams and columns were lowered in through the roof and set in place.
Barlow Respiratory Hospital and Research Center, Los Angeles, CA
The 100-bed replacement hospital is on a historically-significant site in Echo Park. The hospital has been operating on this site for over 100 years.
Antelope Valley Hospital, Fifth Floor Conversion, Lancaster, CA
The project involves the conversions of day rooms into two private isolation rooms and a SNF floor to a Med./Surg. on the fifth floor of the hospital. This OSHPD project had five occupancy phases.
Mission Community Hospital, Panorama City, CA
The hospital is a five-phase project on a very tight urban site. Included in the project is the building of a new parking structure, a new bed tower, lobby, and psychology unit. The FEMA-funded project replaced the existing hospital on the site, while remaining open. I secured the FEMA funding for the project while working at one firm and finished the construction at another

The renovation project within the 178,000-SF building area includes the medicine bed/patient room wing remodel on the third floor, the creation of new interior and exterior poly-trauma facilities on the first floor, and the remodel of flooring on the first floor and millwork on the second floor.
US Department of Veterans Affairs, Greater Los Angeles Healthcare System, Building B300 – Kitchen Facilities, West Los Angeles, CA
The renovation project within the 75,000-SF building area includes the remodeling of food storage, refrigeration, food tray lines, and dishwashing areas; the expansion of the loading dock; and the renovation and addition of HVAC throughout the building.
University of California, San Francisco Medical Center, Acute Care Center Fluoroscopy and Ortho Radiation Room, San Francisco, CA
This was an equipment change out and room upgrade. I was the architect of record and participated in final project close out.
Los Gatos Medical Center, Cardiac Catherization Laboratory Remodel, Los Gatos, CA
This is an old wood frame hospital circa 1962. The cath. lab was deep in the building and the hospital required extensive remodeling. Negotiation with OSHPD allowed us to accomplish this work.
St. Francis Medical Center, Power Plant, Lynwood, CA
This is a central plant replacement project done to provide energy for the new hospital tower and future hospital expansion. It is a unique octagon shape with whistle cut exhaust pipes.
Antelope Valley Hospital, Cardiac Catherization Laboratory Remodel, Lancaster, CA
I was the liaison between the hospital administration and doctors practice group and the architect on this project.
Twin Cities Community Hospital, Templeton, CA
The three-story addition to an existing one-story wood frame hospital involved the creation of a master plan for the site to accommodate future replacement needs. The new addition includes a 24-station emergency department expansion on the 1st floor, an ICU on the 2nd floor, and the OB department and women’s center on the 3rd floor. The project was designed to meet community architectural review standards.
Sierra Vista Medical Center, Cardiac Care Addition, San Luis Obispo, CA
The proposed three-story addition includes the creation of a cardiac center of excellence. The 1st floor adds four outpatient ORs and expands radiology. Also included in the project is a new drop-off and entrance to the existing hospital. The 2nd floor contains CV ICU, two cardiac catherization labs, and two cardiac surgery rooms. The 3rd floor contains 16 CCU beds.
Granada Hills Community Hospital, Cardiac Catherization Laboratory Remodel, Granada Hills, CA
Replacement of the equipment in an existing room; flooring was a issue as the slab on grade was pushing up too much moisture for the adhesive under the new sheet goods.
Queen of Angels Medical Center, Surgery Remodel, Los Angeles, CA
This project was a challenge as this hospital was built in the twenties and has 11’-6†floor to floor heights.
Glendale Memorial Medical Center, Cardiac Catherization Laboratory Remodel, Glendale, CA
This increased the size of the cath lab suite from two rooms to four. It also included increasing the site of the prep and holding areas.
Sherman Oaks Community Hospital, Surgery/Emergency Remodel, Sherman Oaks, CA
This project created separate entrances for ambulatory and non-ambulatory patients in a very tight space.
Long Beach Memorial Medical Center, SNF Conversion, Long Beach, CA
This project converted an existing drug rehabilitation floor into a SNF unit. It contains a step down unit similar to an apartment to simulate real life learning.
Henry Ford Hospital, Clinical Addition, Detroit, MI
This project included 8 ORs, an ICU expansion and increased the size of the ED. There was also a new central plant built that spanned a roadway. I was the architect and construction administrator.
Granada Hills Community Hospital, Granada Hills, CA
This was an extensive master planned project that included many phases to upgrade the entire hospital. The first and largest phase was a three-story expansion included a new emergency department, surgery and intensive care units, and OB department on the third floor. This project was partially funded by FEMA. .

Eisenhower Medical Center, Lobby Remodel, Rancho Mirage, CA
This was a remodel of the grand lobby of the main hospital building. It is an Edward Dural Stone design and therefore has a strong architectural language that needed to be maintained.
Corona Regional Medical Center, Geri-Psych Conversion, Corona, CA
This project involved the conversion of a med-surg wing into a geri-psych unit with day rooms and an attached exterior exercise yard.
Century City Hospital, Emergency Remodel, Century City, CA
This was a remodel of the emergency drop off area. It involved a tight elevated ramp and new signage. The client was a tenant in the building and negotiations between the parties was intense.
Outpatient Clinics
Antelope Valley Hospital, Outpatient Imaging Center, Lancaster, CA
The project is a tenant improvement of the MOB with a linear accelerator attached to the remaining 1st floor, which contains MRI and radiology rooms. The upper floors have doctors’ offices with the exception of the fourth floor, which contains some information system staff and a conference center.
US Department of Veterans Affairs, Outpatient Clinic, Sepulveda, CA
The two-story; 250,000-SF clinic building was built in 18 months from start to finish. At a cost of 83 million dollars, it was one of the first attempts by the US Department of Veterans Affairs to do a design/build project.

Kaiser Permanente Ontario, Diagnostic and Treatment Building, Ontario, CA
The new Kaiser Permanente, Ontario campus includes a new diagnostic and treatment building with four floors above-grade and one below-grade floor containing four linear accelerators along with an oncology department. The 1st floor contains the imaging center and pharmacy; doctors’ offices are on the middle floors. The 4th floor contains an OSHPD-3 special procedure suite.

This is a green field MOB project with 83,000 SF of space it contains an oncology suite.
Fayette Medical Center, Clinic Building, Fayetteville, GA
This was a green field project with a two story 70,000 GSF medical office building and clinic space. It is a single practice building.

This is a small stand alone clinic building intended as an outreach facility.

This is a four story MOB on the hospital campus. The site is within view of the main hospital entrance and adjacent to a parking structure.

This project has three therapy pools on the first floor and an indoor track on the second floor.
Landmark Healthcare Facilities, Liberty Health Medical Office Building, Jersey City, NJ
This four story steel frame building with precast concrete panels is adjacent to the Hudson River with views of the Statue of Liberty. It sits on piles due the poor soil conditions.
Willowbrook Medical Center, Los Angeles, CA
Two buildings of 49,000-GSF each, three-story multi-disciplinary medical office buildings build around an open plaza. This project was designed as a eye clinic.
Kaiser Permanente Upland Medical Office Building Tenant Improvements, Upland, CA
I provided peer review for this tenant improvement project, which includes; fourteen provider offices for a 23,238-SF medical office building (MOB). The MOB includes office suites for nine family practice MDs, a shared office for two physicians' assistants, and four Ob/Gyns.
West Valley Community Hospital, MOB Master Plan, Encino, CA
This master planning effort located a new three story MOB with 58,000 SF on the hospital campus.
Kimball Medical Center, Lakewood, NJ
This is a two story “L†shaped Building containing 40,000 SF.

East Canyon Health Center, Anaheim, CA
The award-winning project is a three-story MOB designed to give the client a highly-visible presence in a developing area. It contains 55,000 GSF and features a three-story atrium with a glass clad space frame at the lobby.
Little Company of Mary Community Hospital MOB, Torrance, CA
The exterior of the four-story; 64,000-GSF space has butt-glazed glass and precast concrete panels. It is adjacent to the main hospital and provides high-end office space to the medical staff and patients.
St. Cloud Hospital, St. Cloud, MN
This is a three story medical office building with 50,000 GSF of space.
The Hospital of the Good Samaritan, Los Angeles, CA
This is the design for a 6 story MOB with underground parking adjacent to an existing MOB at the front of the hospital. It contains 120,000 GSF of space.
Children's Hospital, Pediatric MOB, Long Beach, CA
This is the design of a four story MOB containing 68,000 GSF. It has a multicolored reflective glass curtain wall exterior.
North Kansas City Memorial Hospital, North Kansas City, MO
This is a two story building with brick veneer containing 60,000 GSF.
Anaheim Memorial Hospital MOB, Anaheim, CA
This project is on the hospital campus and is leased back to the hospital for clinic space it contains 53,000 GSF of space.
Clinical/Research Laboratory
Los Angeles County + USC Medical Center, Central Support Facility, Clinical Laboratory and Data Center, Los Angeles, CA
This is a central lab building for the Los Angeles county health system. The four-story; 100,000-GSF building contains a secure data center on the fourth floor.
South Valley Clinical Building, Palmdale, CA
This building is comprised of modular buildings in a two story configuration around a central lobby. It is owned by AVH and leased to the county of Los Angeles.
Antelope Valley Healthcare District, Non-OSHPD Clinical Laboratory, Stat Laboratory and Outpatient Blood Draw Center, Lancaster, CA
This project is the conversion of an existing one story building last used as a dialysis center into a stat laboratory center. It relocates the lab out of OSHPD space within the hospital freeing up that space for other uses.
Children's Hospital of Los Angeles, Research Laboratory, Los Angeles, CA
The nine-story; 120,000-SF; $34 Million research laboratory has a central mechanical floor and is a steel moment frame building with precast GFRC exterior panels. There is a vivarium on the top floor.
Cedars-Sinai Medical Center, Research Laboratory, Beverly Hills, CA
This is a ten story research building built in two phases. It has a methane control system under the ground floor slap to bleed off the constant gas released from the site. The completed project contains 200,000 GSF and was valued at 54 million dollars when completed.
Master Planning
Doctor’s Hospital, Master Plan, Modesto, CA
This created a new entrance with a covered patient drop off canopy and located the two story bed tower.
West Valley Community Hospital, Master Plan, Encino, CA
This Master planning effort located the new MOB and adjacent parking.
St. Francis Medical Center, Master Plan, Lynwood, CA
This master planning effort located the women’s pavilion, the new inpatient tower and the new central plant on the site.
Sherman Oaks Community Hospital, Master Plan, Sherman Oaks, CA
This plan worked out the solution to the ED entrance and created a separate entrance for the Grossman Burn Center.
Long Beach Memorial Medical Center, Master Plan, Long Beach, CA
Provided master planning services in the role of executive architect.. I planned the campus site for a new parking structure, a new cross campus roadway with traffic lights at both ends. The plan also sited the new MOB and created zones for future development.

Granada Hills Community Hospital, Master Plan, Granada Hills, CA
The master planning effort replaced the acute care functions in the hospital into a new three-story addition and moved non-acute functions to non-complying portions of the building.
Kaiser Permanente Panorama City Medical Center, Master Plan,
Panorama City, CA
Master planning for the campus involved planning the hospital campus non-acute functions around the new replacement hospital. The existing hospital is to be decommissioned and a new diagnostic and treatment facility will be built. The eight-year plan defines the process through six phases.
Antelope Valley Healthcare District, Phase I Master Plan, Lancaster, CA
The master plan relocated acute care departments into complying portions of the hospital and anticipated the women’s and infant center addition on the campus.
Facility Management
Douglas Air Craft Company Facility Management, Long Beach, CA
This was largely a move management effort. DAC had reduced their facilities staff and still needed the work done. We were on site for six years. The work involved moving departments and individuals from lease space unto the facility site.
