• Organizes, implements, supervises and tracks multiple multi-million dollar construction and special projects at multiple interstate/international sites (including ROK and India), providing scope, direction, engineering design services, issue analysis, trouble-shooting controls, scheduling, installation, estimation, vendor solicitation and selection, construction/project management services and R&D support for the world’s largest not-for-profit research corporation. Twice earning the Battelle Team Award!
• His broad technical background, security clearances and OJT experience allow him to perform vulnerability assessments of research laboratories, communication centers and manufacturing plants for DoD Facilities. Director of Facilities/Owner’s Representative, Westerville City Schools. 2002 - 2003
• Directed 100+ custodial, maintenance, and safety staff for 23 school buildings, seven admin/support buildings, and three stadiums, spanning 350 acres and 2 million square feet of building floor space. Created and trained three Maintenance Teams that reduced outstanding two-year-old work log by over 85% in two months.
• Established and implemented equipment inventory, preventative maintenance programs, energy savings programs, safety and training programs and first ever zero based budget. Developed and managed capital improvements and annual operating budgets.
• Established project parameters and acted as Owner’s Representative for a three-year, three-phase, $99.6M construction bond project that included one new 300,000 SF high school, two new 70,000 SF elementary schools, a 10,000 SF middle school wing addition and 19 smaller additions within 20 months. Construction also added air conditioning to 15 of the buildings, plus sprinkler and fire alarms to 18 others.
Manager Store Facilities/Engineering Manager, The Limited Group. 1993 - 2001
• Created and implemented maintenance and capital improvements programs for 1350 stores in 48 states for two divisions of a large retail chain. Led project coordinators and maintenance groups in HVAC, energy & lighting controls, plumbing, electrical, security systems, fire alarm, elevator, and general maintenance and repair with an annual expense budget of $5M, plus capital budgets of $1M+. Reduced outstanding trouble calls by ~75% in just six weeks.
• Established standards and trained six engineering consulting firms in the design requirements of all divisional retail facilities. Engineering Manager for three design teams with IDEA, Inc.
• Negotiated national 3-year purchasing contracts for HVAC equipment, electrical equipment and lighting, and BAS and lighting controls for 600 stores per year.
Facilities Engineer, IUPUI. 1989 - 1993
• Provided engineering input/direction for over $60M of university projects ensuring code compliance, infrastructure compatibility, and provision for future growth and expansion. Included recommended scheduling of new construction and repairs around hospital routines and policies. Coordinated with consultants, contractors, and users to ensure new construction/renovation projects stayed on schedule and met owner specifications and user needs. Projects included one Adult Ambulatory Care Center, two Science and Technology Buildings and one Electronic Library.
• Installed new distribution line between two 13.2kV substations to provide dual feeds to key campus facilities.
• Engineer for in-house design team that created an OB/GYN Suite, Burn Unit and Records Storage Area.
Nuclear Trained Submarine Officer, United States Navy. 1982 - 1989
• Responsible for daily shore and at-sea operations of submarine (USS Georgia, SSBN-729) and power plant. As electrical officer, reactor controls officer and internal communications officer was responsible for electrical safety, operation, and maintenance of all motor, diesel, and turbine generators and switchgear. In general, familiar with high pressure steam systems, nuclear reactors and associated controls, high and low voltage AC and DC electrical systems, high pressure pneumatics and hydraulic systems, control systems, fresh water evaporation units, and pumping systems. Held positions of Asst. Engr., MPA, RCA, EA, and IC Div. Officer. Qualified following positions: SSW, SDO, EDO, OOD, EOOW, DOOW.

Civil Engineer Corps, United States Navy. 2004 - Present
• CDR Ray rejoined the Navy Reserves in 2004 as a CEC officer, serving as HQ Co Commander, Admin Officer (S1), and Operations Officer (S3). He attended CECOS Officer Basic Course and completed qualifications for Seabee Combat Warfare Officer (AQD 961). .
• In 2007 he mobilized with his unit to augment 30NCR serving as the Equipment Officer (R43) overseeing 2777 pieces of Civil Engineering Support Equipment and six Tables of Allowance for four Battalions, one Underwater Construction Team (UCT) and one CBMU throughout the Pacific Command (CA to Diego Garcia). He designed and implemented schedules to kit four active duty battalions within his Regiment.
• Deployed to Iraq serving with II MEF, G-5, RROC as a Reconstruction Engineer. Subject matter expert on electricity and fuel in Al Anbar earning a Bronze Star for his work on electrical infrastructure (HV transmission/distribution lines & substations), Haditha Dam (660MW hydro-electric dam) and Haditha Diesel-Electric Plant (230 MW). He also earned the Fleet Marine Force designator.
• Next he was Public Works Officer for NR CFA CHINHAE HQ, KOREA and Officer-in-Charge for NR CFA CHINHAE DET 4 and is now assigned to NR CNE-C6F MPP DET 413 as liaison for the USN and the Navies of Western Equatorial Africa.
