These tasks included the oversight of daily construction activities for new waste water collection areas, treatment facilities and administrative offices, as well as daily 24-hour maintenance. Daily activities included:

Asbestos Abatement
Mr. Reed has served as project manager and project supervisor on numerous asbestos operations ranging from initial site investigations to project design and manual construction of asbestos abatement and guidance documents for asbestos abatement design projects. As part of these developments, he was typically responsible for developing air sampling procedures, collecting and analyzing aerosol samples for airborne asbestos, collection of bulk asbestos samples, and providing project management and quality control for numerous asbestos abatement and survey projects.
His responsibilities at asbestos-related project sites have included:
• Implementing quality control requirements, which have included conducting preliminary site surveys, identifying suspect asbestos-containing materials, developing and implementing health and safety plans, and providing quality assurance during asbestos-related projects;
• Training asbestos workers and supervisors for on-site work activities such as survey sampling procedures, glove-bag training, mini-enclosure construction and integrity; and
• Overall management and development of asbestos abatement project work activities (negative pressure set-up, waste load-out procedures and water filtration design).
Mr. Reed has served as task manager for reviewing and updating state regulations for asbestos throughout the continental United States, Alaska, Hawaii, and Puerto Rico. Mr. Reed has developed a unique relationship with state regulators for projects related to indoor air quality, air management, asbestos, solid waste disposal, training and project notification divisions for many states. Mr. Reed has provided consultant services on several projects to investigate and inspect facility components for the presence of lead in painted surfaces. Mr. Reed’s lead-based paint expertise includes X-Ray Florescence Analysis utilizing the Sci-Tech spectrum analyzer and paint chip sampling and analysis following HUD Interim Guidelines. He has provided risk assessment services to augment lead-based testing procedures for both commercial and federal clients. These services were designed to provide comprehensive studies for the risk associated with building components which contain lead in the paint and the associated conditions of painted building components, and potential exposure factors relative to building occupants and the environment. AHERA Development
Mr. Reed played a strategic role working with the U.S. Environmental Protection Agency in the development of its Asbestos Hazard Emergency Response Act (AHERA) management plans. This was accomplished during the initial period of the EPA’s development and execution of the AHERA program. Mr. Reed later implemented these programs for the Department of Defense Dependent Schools (DODDS) throughout the continental U.S. and Puerto Rico.
Environmental Site Assessments / Hazardous and Toxic Waste Dispositioning
Mr. Reed has provided consultant services, including preliminary environmental site assessments (PESA) involving hazardous materials environmental auditing, asbestos surveys and risk assessments, lead-based paint surveys and risk assessment, and radon surveys for military facilities throughout the United States. In many instances, these services were provided to develop a comprehensive study in order that property transfers could take place. This project required significant health risk management precautions, such as supplied air respiratory protection (Level B) protective clothing and personal decontamination procedures.
He served as technical supervisor and health and safety officer for hazardous and toxic waste characterization, identification, and disposal at the U.S. Air Force Base in Incirlik, Turkey. Mr. Reed implemented health and safety procedures for these projects.

Fulton County Waste Water Treatment Facility (Camp Creek). Mr. Reed was program manager over all aspects of the construction of the new facility and maintenance of the existing facility. This entailed daily construction oversight (i.e., interaction with onsite project / construction managers) and monitoring daily maintenance activities of the existing facility. As the new facility was brought online, transitioning from the existing facility to the new facility was essential to prevent any downtime or delays. Managing storm-water runoff was another element in assuring that no overspills occurred and to prevent in endangerment to the public.
U.S. Air Force Center for Environmental Excellence (AFCEE) ID / IQ Worldwide. Mr. Reed was instrumental in the development and implementation of a five-year (1990-1994) delivery-order contract to provide Hazardous, Toxic, and Radioactive Waste (HTRW) services for Air Force bases throughout the U.S. and overseas. Project entailed developing studies of sites and their toxic or hazardous wastes. Program was of national importance because of its complex relationship to DoD-wide cleanup and compliance programs mandated by laws and regulations. Forty-one delivery orders (DO's) issued under this contract involving the Clean Water Act, Clean Air Act, Safe Drinking Water Act, RCRA, CERCLA, SARA, TSCA, OSHA, DoD safety regulations, and federal and state environmental laws and regulations.

Asbestos abatement consultant services including work plan review, air sampling and monitoring, management of quality control data. Project Manager: Federal Aviation Administration (FAA), Air Route Traffic Control Centers, Southeast Region. Project entailed asbestos abatement and site investigations. Responsible for background assessment of previous asbestos surveys performed at the centers, review of project specifications, and implementation of an air monitoring and analyses program using applicable regulatory criteria and state-of-the-art work procedures. Tasks included interpreting the daily air monitoring data, which the results provided the basis for determining respiratory protective equipment to be used by asbestos workers, owner representatives, and the industrial hygienist. This data was also used to determine possible exposure to the building occupants to asbestos-form fibers.

Real Estate Services Program Manager: Lucent Technologies A/E Services Supporting Deployment of Wireless Services for CricKet Communications in Indiana and Kentucky, Various Locations, IN. Mr. Reed provided turnkey A/E Services in support of telecommunications wireless network deployment for originally 53 sites, with the project suspended until first quarter 2002, with only 4 of the 53 sites proceeding through to construction (as of 12/01). Services included; site identification, site acquisition, lease negotiations, zoning/permitting, NEPA and FCC compliance, Surveys for 2-C letters, geotechnical and foundations, construction documents, and construction management.
