Mr. Hamblin has 15+ years of combined construction management, claims, scheduling, and legal experience. He brings an extensive track record in construction management, contract negotiation, claims, scheduling, and litigation management. His unique background in both construction management and law enables him to understand and resolve complex construction and legal issues. His project experience includes water and wastewater treatment facilities, power plants, tunnels, highways, stadiums, bridges, elevated guideway structure, and railroad/transit work.
Project and Legal Experience
NAVIGANT CONSULTING, New York City, NY (2007 - Present): Mr. Hamblin is an Associate Director with Navigant Consulting. He is responsible for managing various consulting projects for his practice. His responsibilities include reviewing and analyzing project documentation and data, and preparing and reviewing contractual notifications such as time extension requests. In addition, he has significant experience in the development of as-planned and as-built schedules, schedule delay analysis, technical issue analysis, loss-of-productivity analysis and litigation support services. He has also provided project controls services relating to both costs and schedule on a major power plant project.
PKF-MARK III, INC., Newtown, PA (2000 - 2007): Mr. Hamblin managed the contract administration, scheduling, claims, and litigation for PKF. His responsibilities included drafting and negotiating contracts with subcontractors and vendors, providing legal counsel to corporate officers and project management, preparing delay and cost claims, scheduling complex projects using Primavera Project Planner (P3), providing corporate training to project teams in the proper use of Expedition to manage the firm’s projects, and managing the firm’s litigation to include interfacing with outside counsel and experts. In addition, Mr. Hamblin provided project management assistance on projects ranging in size from $9 to $91 million. His project experience included water and wastewater treatment facilities, tunnels, highways, stadiums, bridges, elevated guideway structure, and railroad/transit work.
HEDINGER & LAWLESS, Florham Park, NJ (1998-1999): While working as a law clerk during law school, Mr. Hamblin was responsible for performing legal research, drafting briefs, and preparing legal documents for a law firm specializing in construction litigation. His research and legal briefs addressed complex construction issues such as the enforceability of no damages for delay clauses, active interference, delay claims and analysis, construction damages, New Jersey and Pennsylvania lien law, and competitive bidding.
PKF-MARK III, INC., Newtown, PA (1992 - 1997): Prior to becoming an attorney, Mr. Hamblin worked as a Project Engineer/Mechanical Field Superintendent on complex projects ranging in size from $2 million to $50 million. His responsibilities included managing over thirty subcontractors and vendors in renovating an existing waste water treatment facility. He was also responsible for shop drawing management and review, engineering, scheduling, and tracking job costs. His efforts were instrumental in completing his projects on time and within budget.

FGD Power Plant Projects, Landover, MD - $1,600,000,000: Represented the Owner in setting up project controls to manage the costs and schedule on three (3) FGD power plant projects totaling $1.6 Billion in value. Responsibilities included performing schedule and cost record reviews, re-baselining schedule and costs, and revising the program reporting structure to better enable the Owner to monitor costs, cash flow and schedule delays.
LNG Project, Hackberry, LA - $596,000,000: Represented the General Contractor in preparing a cost and delay claim in excess of $150,000,000. Responsibilities included analyzing contract terms and conditions, schedules, change documents, and cost records. Mr. Hamblin also prepared an as-built versus as-planned schedule analysis to support the client’s claim for a time extension.
Building Renovation Project, London, UK - $29,000,000: Represented the Owner in disputing cost claims of the General Contractor. Responsibilities included analyzing contract terms and conditions, performing an as-built versus as-planned schedule analysis, and assisting in the preparation of an expert report for arbitration.
Stadium Project, Philadelphia, PA - $353,000,000: Represented the General Contractor in disputing the assessment of liquidated damages by the Owner. Responsibilities included analyzing contract terms and conditions and reviewing correspondence, change documents, and cost records. Mr. Hamblin assisted in the preparation of an expert report for arbitration.
Housing Development Project, Princeton, NJ - $38,000,000: Represented the General Contractor in preparing a cost claim for delay and inefficiency costs. Responsibilities included analyzing contract terms and conditions, performing an as-built versus as-planned schedule analysis, and calculating extended overhead/inefficiency costs. Mr. Hamblin prepared and presented his analysis as part of settlement negotiations.
Airport Project, Philadelphia, PA - $611,000,000: Represented the Owner in disputing cost claims of a subcontractor. Responsibilities included reviewing cost records, conducting interviews with project personnel, and compiling information to dispute claimed costs. A detailed review of additional costs associated with increased quantities, extra work orders, indirects, and subcontractors was performed in order to determine responsibility and claimable costs. Mr. Hamblin assisted in the preparation of an expert report for mediation.

SEPTA MSE Guideway Project, Philadelphia, PA - $91,000,000: Managed the tracking and resolution of all claims and issues, evaluated cost and schedule impacts to the Project, advised the project team on contractual rights and responsibilities, prepared briefs for disputed issues and claims, tracked and projected project cash flow, and managed the project schedule. This project consisted of replacing 91 spans of elevated transit guideway structure in downtown Philadelphia, Pennsylvania for SEPTA as part of the MSE reconstruction projects.
Driscoll Bridge Widening Project, New Jersey - $84,000,000: Negotiated contracts with subcontractors and material suppliers, created and implemented claim notice procedures for job team, created project schedule using Primavera Project Planner (P3), and prepared cost and delay claims. This project consisted of widening the Driscoll Bridge over the Raritan River for the New Jersey Transit Authority.
SEPTA MSE Cobb Creek Project, Philadelphia, PA - $69,000,000: Provided legal counsel to job team, prepared cost and delay claims, managed litigation relating to Project to include interfacing with outside counsel and experts, and assisted in the creation and management of the project schedule. This project consisted of the construction of two transit stations and the replacement of elevated guideway structure in downtown Philadelphia.
NJ DOT Route 29 Tunnel Project, Trenton, NJ - $72,000,000: Provided project management and claims oversight on this project which consisted of constructing a 2300 foot tunnel and improving over two (2) miles of highway. This project was crucial to completing a vital transportation beltway around the City of Trenton.
NJ DOT Route 29 Landscape Deckpark Project, Trenton, NJ - $9,900,000: Created and managed the schedule for this project which consisted of constructing six (6) acres of park above the Route 29 Tunnel in Trenton, NJ. This project was critical to the NJDOT’s efforts to revitalize the city of Trenton.
SEPTA Girard Avenue Light Rail Infrastructure Project, Philadelphia, PA- $27,695,000: Created and managed the schedule for this project which consisted of replacing and installing light rail in downtown Philadelphia for SEPTA’s trolley system. Prepared cost and delay claims including the preparation of Time Impact Analysis (TIAs). Trained project team on the proper use of Expedition to manage the project and track issues, correspondence, payment requisitions, and submittals.
NMCRSA Wastewater Treatment Plant, NJ - $43,172,371: Created and managed the schedule for this project. Prepared costs and delay claims and participated in the successful mediation of these claims with the Two Rivers Water Reclamation Authority (TWRA). This project consisted of the remediation of an existing wastewater treatment facility for the TWRA to include the construction of new biofilters, influent channels, aeration basins, and the replacement of existing pumps and force main.
SEPTA Frankford Transportation Center (FTC3) Project, Philadelphia, PA - $38,649,000: Managed the development and implementation of the project schedule for this project. Provided counsel to project team on contractual requirements and responsibilities. Developed a standardized claims/notice procedure for the project which was implemented by PKF company wide on all future projects. This project included the construction of a temporary elevated trestle, elevated Guideway, and bus station.
Passaic Valley Centrifuge Facility Project, NJ - $22,865,000: Provided oversight of all cost and delay claims. Provided counsel to project team on contractual rights and responsibilities. Prepared in-depth TIA for a delay claim which was successfully resolved in mediation. Managed and updated project schedule throughout the course of the project. This project consisted of installing new centrifuges, pumps, and piping as part of this $22, 865,000 renovation of an existing facility for the Passaic Valley Sewerage Commissioners.
North Main Pump Station Project, Deer Island, MA - $50,000,000: Managed over thirty subcontractors and vendors in renovating an existing wastewater treatment facility which serviced the city of Boston and Winthrop. Those renovations included the replacement of all wastewater pumps and force main, the installation of a new odor control system, and the installation of a new HVAC system. Responsibilities also included shop drawing management and review, engineering, subcontractor coordination, management of PKF craft personnel, and tracking job costs.
Stanton Water Treatment Plant, Stanton, DE - $2,250,000: Provided engineering oversight and review, managed shop drawing submissions, tracked job costs, ordered materials, and coordinated subcontractors as part of the construction of this water treatment plant.
Bristol Meyers Squibb Water Injection System, NJ - $2,000,000: Coordinated subcontractors, provided engineering oversight, procured materials, tracked job costs, and assisted in concrete operations as part of the management of this project. This project consisted of installing a water injection system to clean contaminated groundwater at a Squibb manufacturing facility.
