I have worked as a Procurement Engineer and Piping and Valve Engineer on the Watts Bar Unit 2 Construction Completion project for TVA through Bechtel. I am knowledgeable in NRC and CFR requirements and quite familiar with industry codes and standards (ASME, ASTM, ANSI, etc.). I am also quite familiar with the establishment of safety classifications of components, material, and piece parts as they relate to the design and safety functions within a nuclear facility. I have also created many commercial grade item dedications and equivalency evaluations. As a P&V Engineer I generated requisitions for new and refurbished MOV’s, manual valves, and piping materials. I continued the procurement process in preparing source surveillance plans, reviewed/approved bids, directly interfaced with vendors and reviewed/approved the vendor’s submittals, drawings, etc. Have worked directly with the construction department on the interface of new parts or designs to ensure compatibility with existing configurations and designs.
I have worked in Procurement Engineering and in Nuclear Oversight/QC at the San Onofre Nuclear Generating Station from 1986 through 2007. I have performed all aspects of Procurement Engineering from processing requisitions and adding the necessary technical and quality requirements to safety related purchase orders; directly interfaced with vendors in generating substitution equivalency evaluations for finding or determining alternative items/materials for obsolete or unavailable items; performed commercial grade dedication packages; application of the ASME Code to valves, piping, and vessels; written associated procurement engineering and design engineering procedures; and written and reviewed equipment procurement specifications.
I have extensive piece part experience of mechanical and some electrical safety related equipment, and I have developed many acceptance dedication plans for the verification of the piece part's critical characteristics in support of the component's plant safety function and failure modes. I have generated design change documents (to drawings and databases) as needed to install replacement items into the plant based upon the required equivalency evaluations and have performed plant walk-downs to verify the final as-built conditions.
I am very familiar with the requirements of 10CFR50-App B, 10CFR21, the ASME Code, many ASTM Standards, ANSI “B†standards, ANSI “N45†Standards, ASME NQA-1, plant specific FSAR, UFSAR, etc. I have been directly involved and interfaced with vendors on several audits of nuclear qualified suppliers (Spectrum, Wyle, Swagelok, EQE Engineering, etc.) as a Technical Specialist evaluating the vendor's acceptance/dedication processes and various other processes relating to Procurement Engineering, inspection/testing, design changes, calibration programs, seismic testing, commercial grade dedication, etc.
I am open to salary considerations, however I would prefer a contract rate of $60.00 - $80.00/hr; plus per diem of $100.00 - $140.00/day; plus mob/demob costs or mileage.
Thanks for considering me,
Wendell Paulson
