Key Project Experience
Environmental Compliance Support, U.S. Environmental Protection Agency (EPA) Region 6, Dallas, Texas. Provided technical and field support to the Oil Protection Act Program. As a contract environmental compliance specialist, I prepared and presented outreach seminars to oil industry stakeholders regarding SPCC plan implementation and the Oil Pollution Act of 1990 (OPA 90) regulations. As a contract field inspector for EPA Region 6, I conducted Facility Response Plan (FRP) and SPCC inspections with EPA personnel, and reviewed and produced the associated inspection reports and enforcement documentation.
Texas Department of Transportation (TXDOT) North Texas Tollway Authority (NTTA), Pre-Acquisition Due Diligence Reviews. Led the review team for over 400 Phase I Environmental Site Assessments (ESAs) for two right-of-way projects. Each parcel to be acquired by TXDOT required a Phase I ESA that was prepared by three separate environmental consultants in accordance with the comprehensive development agreements (CDAs). As the lead reviewer on behalf of TXDOT, I reviewed each ESA for compliance with ASTM Practice E1527-05 and all appropriate inquiry (AAI). Concurrence with the environmental consultant’s environmental professional (E.P.) was documented through very tight document control procedures. Meeting and exceeding the deadlines for reviews was crucial for compliance the construction schedules. Building and maintaining excellent relationships with the environmental consultants was vital for the success of the project.
Spill Prevention, Control and Countermeasures (SPCC) Plan Updates and Training, City of Dallas Fire-Rescue Department. Reviewed and updated 12 Fire Station and Facility SPCC Plans for the City of Dallas Fire-Rescue Department. The plans were updated in accordance with the federal and state regulations as well as applicable City of Dallas codes. I designed presentations and written comprehension exams for compliance with 40 CFR Part 112.7(f) and conducted the SPCC training to accommodate various personnel shifts/schedules. The most updated SPCC Plan was used as a class guide; the facility and equipment were used for practical discussion and exhibits.
Storm Water Pollution Prevention Plan (SWPPP) and SPCC Plan Training, Industrial Clients, North Texas. As a consultant, designed and conducted SPCC plan and SWPPP training for personnel located at various facilities in north Texas over a period of 13 years. Practical examples of failures and uses of best management practices (BMPs) were created and conducted. I was project manager and storm water inspection coordinator for compliance with the National Pollutant Discharge Elimination System (NPDES) and the U.S. Army Corps of Engineers (USACE) nationwide permit for new gas pipeline installation and repair projects located throughout Texas for a natural gas pipeline distribution client. The projects involved coordinating and managing inspection personnel for more than 30 permitted sites on a weekly basis; review and distribution of SWPPPs; executing subcontract agreements for various services; and maintaining the record documentation on behalf of the permit holder including SWPPP amendments, distribution of amendments, and document archiving.
Regional Environmental Representative, WorldCom, Inc. As an in-house environmental representative, I provided environmental support to engineering, construction, operations, and sales personnel located in the western United States. Duties included regulatory agency stakeholder presence and voice; environmental compliance facility audits; annual tank registrations; air emissions permitting and annual reporting; annual waste summaries; annual Tier 2 reporting and hazardous materials contingency planning; spill/release reporting and clean up; and SPCC plan development, implementation, and training. I was responsible for emergency response technical assistance for the fiber optic emergency response personnel. The incident command center (ICC) was operated at the Environmental, Health & Safety (EH&S) headquarters building in Richardson, Texas. The September 11, 2001 terrorist attacks required the entire EH&S team to man the ICC on a rotational basis for eight consecutive days to ensure that the emergency response team at Ground Zero in Manhattan, New York had constant technical support. I participated as part of the emergency response team at the ICC by communicating information that was unavailable on the ground. I developed health and safety plans, supplied material safety data sheets, provided travel logistics, documented all communications, mapped information from personnel at Ground Zero, and provided other health and safety data as requested.
Dallas Office Safety Liaison (OSL), PBS&J. As the Dallas OSL, I am responsible for communicating corporate safety policies and procedures to all Dallas office personnel. This is achieved through frequent contact with Corporate EHS, designing and leading monthly health and safety meetings, compiling and recording the Dallas Office health and safety documentation, distributing seasonal and health and safety topic notices, and providing input to Corporate EHS on health and safety procedures and policies.
Project Manager, Texas Commission on Environmental Quality (TCEQ) Superfund Program, East Texas. As a consultant for the Texas Commission on Environmental Quality (Formerly TNRCC) Superfund contract, I was the project manager for the cleanup and design of a former battery recycling facility in East Texas. The remedial action was in-situ treatment with an on-site cap. I led the administration of supplemental remedial investigation work, the landfill/cap design, and preparation of the contract documents. I assisted TCEQ with the contractor selection process, managed the construction oversight, and facilitated and maintained all project documentation including weekly meeting minutes, daily and weekly logs, sampling data, mapping, and project amendments.
Team Leader, United States Air Force, Bases Nationwide. As a consultant under contract for the Air Force Reserve Command, I was the team leader responsible for conducting pollution prevention (P2) inventories at four U.S. Air Force bases. I developed waste minimization options and cost estimates, coordinated the on-base meetings with AF personnel, and produced spread sheets and written reports for each base which included evaluation of hundreds of compliance sites for each base and associated recommendations for additional P2 solutions. Other U.S. Air Force projects included developing cleanup strategies for Air Force Installation Restoration Program (IRP) sites nationwide as part of the IRP Phase III program. I implemented field investigation plans, wrote and reviewed investigation reports, developed remedial investigations/feasibility studies including cost-benefit analysis for remedial action options. I developed sampling plans, site health and safety plans, and authored the remedial investigation reports which included recommendations for additional investigations or no further action documents (NFAD) for site closure.
Brookhaven National Laboratory (BNL). As a consultant to BNL, I led the research team for a hazardous waste reduction audit. I conducted the baseline audit, reviewed hazardous waste reduction plan alternatives, and then provided recommended actions to enhance hazardous waste reduction at the facility.
World Bank, People’s Republic of China, City of Dahlian. As a consultant to the World Bank, I led the research and development team for a waste management and minimization plan. All waste streams were identified, a baseline disposal study was conducted, and alternative collection methods and disposal/recycling/re-use options were evaluated providing recommended actions.
Environmental Compliance Audits, Oil and Gas Industry, Nationwide. For oil and gas industry clients, I conducted Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TCSA) and SPCC plan compliance audits in the northeastern United States. This included facility equipment inspections as well as documentation reviews. I traveled along the pipeline between compressor stations to complete the audits in a timely manner. Other oil and gas projects included facility inspections with field operations personnel, field measurements for mapping and calculations, development of SPCC plan including designing and checking secondary containment facilities for bulk storage tanks, and writing formal letters of recommendation for noted deficiencies.
