Management and Leadership
Retired Air Force officer, (Lieutenant Colonel), with over 30 years of experience in various fields of technical management and production in the U.S. and abroad. As a Project Manager with Pacific Architects and Engineers (PAE), turned around a struggling 260 person military training and construction project in Liberia, West Africa and transformed it into a successful and profitable project. Has led civilian and military units ranging in size from 100-800 personnel; maintaining production schedules, performing maintenance, managing supply chain, providing safe and reliable air and ground vehicles, providing infrastructure improvements and original construction, letting contracts and supervising subcontractors in construction, security, and food services. Experienced contracting officer representative/government technical monitor, overseeing international and US contractors (Raytheon and Pacific Architects and Engineers): civil engineering, aircraft maintenance, supply support, warehouse/stock management, transportation management, logistics and general base maintenance. Experience dealing with OSHA, EPA and ISO standards. Qualified in risk assessment/abatement and hazardous materials management. Highly effective in labor relations, partnering and contract negotiations.
Planning
Oversaw construction and refurbishment of an entire 2,000 person army post in Liberia as well as coordinated a $20M military equipment package procurement. Planned and led large-scale deployments (400 person/24 aircraft) of U.S. fighter aircraft and personnel to various locations throughout the world. Developed a five-year, $50M infrastructure maintenance and upgrade program for 580 facilities on five air bases in the Republic of Korea. Supervised the design and construction of a ten square mile, air base mock up, (tactical bombing range) in the Northern Sahara Desert, providing what was described as the best tactical bombing range in the combined European and North African theatres of operation. This project included transporting earth moving equipment and supplies from Europe to North Africa and back.
Communications
Managed a large service contract in Liberia with frequent interface with the US Ambassador and embassy staff, Department of State officials, AFRICOM flag officers and the local press. Certified U.S. Air Force Master Instructor, with more than 3,000 thousand hours teaching in military classrooms at Air Force Technical Training Centers, led a logistics management seminar at the Air Force Institute of Technology’s School of Continuing Education for upper level logistics/maintenance production officers. Held two USAF embassy postings, in France and Tunisia, and was highly effective and successful in both assignments.
Administration
Reviewed hundreds of personnel records; foreign, domestic, civilian and military, determining promotion and placement. No fear of “cleaning houseâ€: hiring smart and firing for cause that passes HR and legal review. Member of review boards to determine punishment of military members involved in criminal activity. Authored, edited and judged nomination packages that resulted in individuals being honored and recognized at the highest levels in the USAF. Writes effective and concise policy letters/operating instructions. Competent with: Microsoft Office applications and performs business using the latest WWW applications. Conducts short, focused, meetings with clear agendas. Sets reasonable suspenses and meets deadlines…reasonable or not.
International
Speaks French. Lived and worked in Europe, Africa, Central America and Asia, extremely sensitive and empathetic to cultural differences and the politics of international environment. Works well in this often difficult and ambiguous diplomatic arena. Can skillfully and legally navigate through third world environment of graft and facilitating payments and get the mission done.
