I oversee and administer the Labor Relations on these projects which are a full time effort with, several part time projects. The labor relations for these projects start at the labor contracts through administration, client interface, International and Local Union interface, grievance prevention, hiring, termination and supervisor training and oversight and will end at project completion.
PRAIRIE STATE GENERATING COMPANY, Lively Grove, IL. 2007 – 2008
DIRECTOR OF INDUSTRIAL RELATIONS AND COMMUNITY RELATIONS
This project objective is to build and operate a four billion dollar power plant to generate 1600 MW of electricity and two full mine facilities to supply the power plant. Provided counsel to senior management on human resources, risk management, mediation, diversity, equal opportunity, project start-up, hiring, training, manpower planning, skills testing, recruiting, and policy issues. This opportunity started from the inception of the company which required our minimal staff to write policy, procedures, work rules, job descriptions, salary / compensation policy and ranges, HR procedure manuals, develop procedures to facilitate a non-union facility (or negotiate and administer labor contracts if needed), and to build and maintain community relations, up to the State Representative and State Senator levels.
Monitor and advise the construction contractor on all labor relations issues. One of the current successful projects was to aid in the design of the organization by mapping the organizational chart and job duties. Another of the Successes was to Speak at community functions to acquaint the local area of what we were currently doing and what to expect in the future.

• Assisted Valley Transit in realigning their labor relations and human resource system, streamlined their hiring and reporting system, established a grievance prevention system and set up a program for absenteeism control.
• Assisted executives from Nye County, Nevada in reviewing and revising the organization’s human resources and risk management policies and procedures. Analyzed and revitalized operations affecting 800 employees, including police, fire fighters, the court system, healthcare, the road section, maintenance, and county business.
• Recruited by KSL Services to counsel administration during a one-year transition project for the University of California at the Los Alamos Nuclear Laboratories in New Mexico. Served as Labor Relations Manager to aid the new organization in labor agreement matters, policies, procedures and site requirements. Provided in depth analysis on key employees and developed strategies to ensure a smooth transition process for personnel reassignments.

JCNNM employs approximately 1,800 individuals and is the facility support subcontractor to the Los Alamos National Laboratory (LANL) in New Mexico. The Company operates and maintains LANL facilities, equipment, property, grounds, infrastructure, and roadways. As Director, in charge of managing all employment policy matters. Served as the Chief Negotiator with respect to labor grievances and collective bargaining agreements. Oversaw benefits, unemployment claims, Worker’s Compensation, performance review, recruiting, and succession programs. Participated in all EEOC and OFCCP programs / audits. Recommended programs and improvements to the Board of Directors.
• Successfully negotiated the Company’s first five-year, fixed-cost labor agreements with multiple unions. The agreements significantly improved forecasting accuracy for budgeting capital improvement projects.
• Reduced complaint and grievance activity from 60 filings per year to approximately two filings per year.
• Implemented a Leadership By Walking Around (LBWA) program which was a key contributor in reducing absenteeism by approximately 30% and increasing productivity by 10%. The program also significantly lowering safety incident rates, while improving employee morale.
• Member of the Key Manager Tactical and Strategic Planning Committee. Collected intelligence from the Committee to devise and implement programs with respect to hiring, disciplinary action, organizational dynamics, manpower projections, security concerns, and mediation / arbitration proceedings.

NECA provides electrical contractors with the resources to directly influence their industry through cooperative labor relations, governmental affairs activities, and progressive risk management/workplace safety programs. Directed labor relations initiatives on behalf of 35 contractors employing approximately 1,800 employees, with three Electrical Unions and 13 bargaining units. Acted as Chief Negotiator to resolve all labor agreement disputes and grievances. Authorized to interpret agreements and implement programs benefiting the interests of the Association and its members. Managed and mentored four employees.
• Served as Liaison with federal and state governmental agencies. Participated in informal lobbying on issues affecting the industry and represented Association before public informational meetings.
• Implemented a safety consulting services for program members and affiliates.
• Designed a process to allow the accomplishment of a $1M reserve fund.
• Recommended changes to the Collective Bargaining Agreements on travel and other monetary issues.

Directly responsible for negotiating labor agreements, maintaining labor standards, and resolving employee problems and disputes for this locomotive and rail-car rebuilder company. Investigated labor-related complaints and grievances. Conducted investigations related to NLRB, EEOC, and OFCCP matters. Identified areas of administrative strengths and weaknesses and recommended changes in operations, management, and other issues that would benefit the Company. Led all labor-related mediation and arbitration proceedings on behalf of Morrison Knudsen.
