Plan, organize and direct implementation of all phases of major construction projects. Coordinate project team representatives during design and execution project phases. Facilitate development of final contract construction documents. Bid, negotiate and implement contracts. Maintain and monitor project budgets. Ensure compliance with federal, state, local and UT System construction design and maintenance regulations. Determine optimal project delivery methods. Oversee the design, execution and effectiveness of internal controls. Served as primary point of contact for Research and Academic facilities at UTMB.
 Manage, monitor and evaluate project control factors that include scheduling requirements, operational impact and resources allocation. Supervise/direct more that 50 design and construction professionals.
 Implement disaster relief process, policies and procedures related to preparing for recovery and continuation of infrastructure critical to institutions after natural disasters.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) – HOUSTON, TX
AST-EXPERIMENTAL FACILITIES DEVELOPMENT (SENIOR PROJECT MANAGER) 1989 – 2007
Planned, designed, constructed, maintained/repaired buildings and facilities in support of the space shuttle, the space station, Mission Control and unique astronaut training and support facilities at the Johnson Space Center (JSC). Consulted with clients to assess technical requirements. Guide clients in determining optimal solutions. Developed project requirements documents and scopes of work. Reviewed work in progress to ensure adherence with procedures, budgets, and schedules/deadlines. Ensured final project drawings and specifications met requirements of customer organization.  Served as the military community\'s engineer and coordinator on matters relating to the United States Army Europe (USAEUR) stationing program (Troop Movements).
 Planned and programmed Military Construction Program; assessed impact of troop stationing plans representing a range of economic, social and political elements.
 Recommended re-assignment of resources; programmed new construction and effective utilization of military facilities.
