TWC Construction - November 2003 to August 2009
General Manager/Executive (February 2005 to Present) of a design/build commercial construction firm performing private and public sector projects (many in a design-build capacity), that include office, medical office, retail, hospitality, industrial, and manufacturing/process. Annual revenues increased from $28M (2004) to $115M in 2008, with solid profitability and client satisfaction. Structured and implemented state-of-the-art processes, systems and business applications (On-Screen Take-off, custom Timberline database, d-Profiler, Revit, Primavera Contract Manager, MS-CRM, Dynamics SL), with complete policies, procedures and standards for all areas. Participate in BD/sales activities, review and approve most estimates before submittal, coordinate general contract negotiations and legal reviews, oversee project performance, monitor AP/AR, review monthly financial reports, and prepare monthly recap.

Project Manager/Deputy Area Manager & Deputy Program Manager for the DOE NEPA technical services contract for Yucca Mountain (contract value $36M). Directed engineering and scientific team of more than 100 experts and support personnel in analysis efforts involving complex, large-scale engineered systems (emplacement tunnels and drifts, railroad, waste packages, waste handling systems) and design alternatives. Earned highest possible award fee every period.
Parsons Brinckerhoff (PB) - April 1994 to July 2000
Project Manager for the fast track design, permitting (environmental & ROW) and construction (liaison) for the Level 3 Communications long-haul fiber optic network, 1045 miles connecting the downtown demarcation points of major cities IL, IN, MI, OH and PA on street, highway, railroad and utility ROW’s, as well as private property. Work completed in record time ( value $298M).
Project Manager for site assessment, selection, acquisition, design, permitting, construction and commissioning of seven in-line amplification/regeneration facilities (5 to 10 acre sites) for Level 3 Communications in IN, MI and OH.
Program Manager for the Army Joint Demilitarization Technology Program contract, a fixed price agreement, under which 10 projects were successfully executed, most of a geotechnical nature, such as assessment of underground facilities for ongoing stability when subjected to extreme blast pressures and a design study for underground destruction of excess munitions.
Senior Manager for the Kiewit/PB team in constructing the Yucca Mountain Exploratory Studies Facility, a heavy civil effort consisting of six miles of TBM-mined large-diameter tunnel and many large test alcoves in very hard rock, with extensive ground support (steel sets, rock bolts shotcrete) to nuclear quality standards; full development of surface facilities (contract value $267M).
Science Applications International Corporation – February 1986 to April 1994
As Project Manager/PI, Led teams of engineers and technical specialists in the execution of several facility and site remediation projects (removal/capping of burial grounds, facility decontamination and decommissioning) at/near the Y-12 & K-25 Plants in Oak Ridge, TN.
As Project Manager/PI and Senior Engineer, prepared engineering studies for many of the key radiochemical process facilities at the Savannah River Site (including the HB Line, Pu-238 Fuel Form Facility, RTF, RBOF, K-Reactor and DWPF), assessing containment/confinement with equipment, barriers, shielding, ventilation and sand/HEPA filters.
Lead Planner and subsequently Manager of the Regulatory and Systems Branch for the Yucca Mountain Project; led systems engineering/regulatory integration and planning, integrating with site characterization, waste package and repository design.
Brown & Root, USA - July 1981 to February 1986
Scheduler for the Standard Oil of Ohio – Endicott Project, which entailed fabrication of 16 large crude oil production modules (some over 5000 tons) that were then barged from LA to AK. Led weekly schedule meetings with PM and superintendents; prepared monthly progress reports.
Scheduler/Start-up Coordinator for the Georgia Pacific - Grenada OSB Manufacturing Facility, one of the first plants using PLC-based process controls. Prepared/maintained master CPM and short-term schedules; led weekly schedule meetings with PM and superintendents; prepared monthly progress reports (cost/schedule); coordinated systems completion (physical, process controls); developed/implemented process of system/subsystem punch list preparation, work completion verification, preoperational testing, client acceptance, and start-up testing support.
Scheduler for construction of the Texas Utilities - Comanche Peak Nuclear Station. Prepared and maintaining extremely complex CPM schedules and tiered short-term schedules for the Unit 1 reactor containment building (completion of work through cold hydro test and hot functional testing). Work included detailed planning for reactor internals assembly; developed required understanding of Westinghouse PWR nuclear steam supply system operating principles. Subsequently served as Area Management Coordinator for resolution of construction problems.
Design Change Tracking Group Supervisor for the Texas Utilities Nuclear Engineering Department; Led a staff of 15 to maintain design change and drawing configuration control processes; reconciled design review, approval, and drawing incorporation status for hundreds of thousands of changes impacting thousands of design documents.
Created detailed CPM schedules for EPC of coal-fired power station and prototype for Georgia Pacific’s future OSB plants. Prepared schedules for proposals.

As Owner/Operator, performed all business functions (estimating, contracts, and installation oversight) for projects that included a restaurant expansion and architectural cabinetry for a retail establishment.
