I am seeking a project management position in the private or public sector where I may apply thirty-two plus years of professional and personal experience in the business of architecture, design and construction.
Mr. Jose Jorge Fernandez served as a Senior Project Manager within PBS&J’s federal facilities design practice at the south Florida, Miami architecture division.
He has 32 years of extensive architectural and construction industry experience, including serving as a Vice President and Project Manager for an SBA 8A / HUBzone certified medium-sized design-build architecture and general contractor firm where he was responsible for day-to-day project management duties on design-build, new construction and renovation projects for local, state and federal agencies.
Mr. Fernandez’s most current general responsibilities at PBS&J included leading Department of Defense (DOD) design-build (D-B) project pursuit teams as well as managing key projects within that program. In addition, he managed several as-needed architecture/engineering (A-E) services contracts for local municipal government and agencies involving direct day-to-day contact with client agency representatives, contract negotiations and coordination of in-house architectural and engineering services across PBS&J national network of offices.
Mr. Fernandez’s PBS&J project management experience includes:
Tactical Equipment Maintenance Facility (TEMF) Complex, U.S. Army Corps of Engineers (USACE) Savannah District, Fort Benning, Georgia.
Mr. Fernandez was the Sr. Project Manager for a $35.7 million TEMF complex at Fort Benning. Teamed with a nationally known contractor, PBS&J is completing this work under a D-B MATOC with USACE, Savannah District. Mr. Fernandez managed and coordinated the effort of an A/E design team comprised of PBS&J Miami, Orlando, San Antonio and Atlanta offices. This project has been executed following USACE Bentley BIM standards and clash detection protocols.
The proposed TEMF complex includes a total of eight buildings: one large TEMF (78,700 gsf), one medium TEMF (35,300 gsf), and six additional support facilities (13,000-gsf compact item repair shop, 4,200-gsf engine and transmission testing facility, 24,500-gsf paint and prep shop, 1,700-gsf bead blast facility, JP8 fuel dispensing facilities, and several petroleum, oil, and lubricant [POL] and hazmat buildings).
Ft. Hood Barracks Complex, U. S. Army Corps of Engineers (USACE) Ft. Worth District, Texas.
Mr. Fernandez was the Sr. Project Manager overseeing and coordinating the PBS&J A/E team pursuing the D-B MATOC and seed project (Barracks complex at Ft. Hood) for Unaccompanied Enlisted Personal Housing (UEPH) PN NA, SW Region - FY 2008. PBS&J teamed with a nationally known contractor won one of the four MATOCS. The UEPH prototype design documents; executed using Revit BIM and AutoCAD platforms, developed during the course of the MATOC pursuit, served as the prototype design for a $32M Task Order awarded under the SW Region MATOC award.
Selfridge Air National Guard Base, Selfridge Michigan
Mr. Fernandez was the Sr. Project Manager for a $9.6 million, munitions support facility; a munitions support and command building, a missile munitions maintenance shop and a munitions repair and maintenance shop for the A-10 aircraft complex at Selfridge ANG Base, Michigan. Teamed with Hanson Professional Services; Mr. Fernandez managed and coordinated the efforts PBS&J Miami and Orlando office in collaboration with Hanson’s Springfield and West Palm Beach offices from the charrette effort through design development and preparation of Construction Documents. PBS&J is completing this work under a national IDIQ contract with US Air National Guard. This project has been executed using AutoCAD Revit platform and clash detection protocols.
Ft. Huachuca Air National Guard Base, Libby Army Airfield, Arizona
Mr. Fernandez was the Sr. Project Manager for a $9.8 million dollar hangar, administrative office, air support facilities and bed-down area for the TFI - Predator border patrol program under the command of the Arizona Air National Guard. Teamed with Pond and Co. who is providing full A/E services for this project, Mr. Fernandez oversaw compliance with technical, financial and schedule requirements as well as day-to-day contact with the ANG Contracting Officer (CO) and the Contracting Officer Technical Representative (COTR). PBS&J is completing this work under a national IDIQ contract with US Air National Guard.
University of Miami Life Science and Technology Park, Miami, Florida
Mr. Fernandez led the PBS&J A/E team that negotiated the teaming agreement with Zimmer Gunsul & Frasca Architects (ZGF) where PBS&J Miami architecture is the Associate Architect, Civil Engineer and Surveyor for the $60 million University of Miami Life Science and Technology Park, Phase I consisting of 250,000-square-foot of research and development space. Mr. Fernandez as Sr. Project Manager worked day to day with the development team; comprised of the University of Miami, Wexford Science and Technology, the CM at Risk and other sub-consultants and law firms to carry due diligence and entitlement effort leading up to the platting of the property. Additionally, Mr. Fernandez coordinated between PBS&J and ZGF the acquisition of local and state environmental, ROW and building permits, coordination of life safety plans with local authorities and coordination of Dade County Product Approvals.
South Florida Proton Center at University of Miami Life Science and Technology Park, Miami, Florida
Mr. Fernandez led the PBS&J A/E team that negotiated the teaming agreement with Tsoi / Kobus & Associates (TKA) where PBS&J Miami architecture is the Associate Architect, Civil Engineer and Surveyor for the $85 million South Florida Proton Center to be located at the UM Life Science and Technology Park. Mr. Fernandez as Sr. Project Manager worked day to day with the development team; comprised of South Florida Proton Center Executive Director, Wexford Science and Technology, the CM at Risk and other sub-consultants to coordinate between PBS&J and TKA the acquisition of local and state environmental and building permits, coordination of life safety plans with local authorities and coordination of Dade County Product Approvals.
Guaynabo City Hospital, Municipio Autonomo de Guaynabo, Puerto Rico.
Mr. Fernandez led the PBS&J A/E team that negotiated the teaming agreement with HKS, Inc. where PBS&J Miami architecture is the Associate Architect, and PBS&J Caribe is the Civil Engineer and Landscape Architect for the Guaynabo City Hospital project; a $64 million pioneering public-private partnership that will result Puerto Rico’s first all-private room hospital consisting of 94 beds, cardio-vascular suite, birthing center, pharmacy and emergency room facilities among other services. Mr. Fernandez as Sr. Project Manager led a team architects, engineers and Revit BIM production staff from PBS&J Miami and Puerto Rico offices that collaborated with HKS and the sub-consultant team throughout preparation of Design Development and Construction Documents for this medical facility.
Mr. Fernandez coordinated and managed PBS&J Melbourne and Caribe office throughout the preparation of site / civil and landscape architecture Design Development and Construction Documents for the 1.7 acre site and oversaw and facilitated the acquisition as well as compliance with US Federal, Puerto Rico and Municipio Autonomo de Guaynabo requirements for reviews, approvals / permits related to environmental, land development, planning and zoning, right of way and public utilities, public health and safety as well as building permits as required for the construction of this health care facility. PBS&J Caribe office will provide support to HKS throughout the bidding and construction phases of this project.
City of Key West Solid Waste Management Facility, Key West, Florida.
Mr. Fernandez was the Sr. Project Manager for this highly complex D-B solid waste management project. Teamed with a mid-sized Florida based contractor, PBS&J designed new facilities to house solid waste consolidation, cardboard management, a vehicle maintenance & repair bay and a two-story administration facility within a $4.5 million construction budget. The project involved extensive local and state environmental permitting to its location in the Florida keys. The structures are designed as critical infrastructure to ensure the facility comes on-line to service the community after a hurricane or other natural event. This project was executed using AutoCAD Revit platform and clash detection protocols.
James Archer Smith/Homestead Hospital Facility Assessment Report, Miami, Florida.
This project for the Miami-Dade County Public Schools involves the assessment of an existing 120-bed hospital facility being considered as a potential site for a magnet school nursing program.
Hurricanes Katrina and Wilma Design, Engineering, Architectural, and Project Management Remediation Projects, Fort Lauderdale, Florida.
Mr. Fernandez was the Sr. Project Manager overseeing this contract for the City of Fort Lauderdale. The Scope of Services included assessment of hurricane damages to public facilities, providing professional A/E design services and staff to assess, design and engineer, prepare cost estimates, and oversee and manage the construction work necessary to repair damages caused by Hurricanes Katrina and Wilma to several City of Fort Lauderdale facilities.
City of Fort Lauderdale Architectural Services Continuing Contract, Fort Lauderdale, Florida.
Mr. Fernandez was the Sr. Project Manger overseeing this contract for the City of Fort Lauderdale. The Scope of Services required providing as-needed A/E and project management services for various capital improvement projects.

Vice President, shareholder, and Project Manager for a medium-sized Small Business Administration (SBA) certified 8A / HUBzone design-build architecture and general contractor firm for five years. The firm’s primary area of specialization involved U.S. General Services Administration (GSA) minor design-build projects and interior renovations throughout the Miami-Dade County, Fort Lauderdale, and Tampa / Sunbelt Region. In addition to GSA projects, he was responsible for day-to-day Project Management duties on other design, new construction, and alteration type projects under contract with the U.S. Federal Aviation Administration, Department of Veterans Administration, Defense Commissary Agency (DeCA), U.S. Army Corps of Engineers (USACE), as well as various regional real estate residential and commercial developers.
Prior to his design-build Project Management experience, Mr. Fernandez was Project Manager responsible for administration of construction phase services for big-box retail and foodservice store remodels as well as the roll-out of a fuel center / convenience store program for Albertsons grocery store chain seeking to aggressively expand its market share throughout Florida’s southeast and southwest coastal communities.
