Plan design review, value engineer and cost estimate for program compliance, cost effectiveness, compliance with State and Federal Building Codes and Regulations, ADA requirements and to minimize building/site maintenance cost. Construction supervision and administration over Architects, Consulting Engineers and General Contractors for contract compliance, scheduling, interpretations, change orders, claims, payment requisitions and dispute resolution to insure quality project completions on time within budget.

Structural engineering design of buildings, bridges and underground structures. Hydraulic studies and design of large municipal sanitary and storm drainage systems including combined sewer separation. Duties included preparation of structural and sanitary/hydraulic calculations, coordination with architectural and all engineering departments and supervision of draftsmen. Field work included site inspection, investigation and surveying of existing site topographic and geological soil conditions for foundation design, sewer and storm system analysis for location, design and cost estimating of new lateral, interceptor and trunk lines for residential, industrial and commercial use.

Trained as a military officer in areas of leadership, design and construction standards at Ft. Belvoir, VA. Served as 75th Engineer Group Executive Officer at Ft Meade, MD responsible for a 10-acre site preparation project involving building demolition, utility relocation and regrading in preparation for the construction of a military housing development.
Served as 45th Engineer Group Liaison Officer in Vietnam. responsible for the coordination, administration and reviewing of the entire I Corps engineer development, design and construction activities for housing, hospitals, roads, highways, helicopter landing pads, airfield repairs and fire bases.
Duties included specifying critical needs, identifying problem areas and field inspection and coordination to rapidly address scheduled requirements; presentation of a formal weekly engineering briefing to the Commander of Engineer Forces in Vietnam (Major General Young) during his weekly comprehensive briefing of all construction activities and progress utilizing graphics, audio-visual and photographic presentations; and, recommend redeployment of men and equipment to most critically urgent projects. Activities included the efforts of 4,000 engineer troops while my direct coordination was with 100 to 150 military officers.
