Design and construction on mega-projects includes storm and wastewater collection and treatment facilities, transportation structures/bridges, power plants, marine structures, oceanic outfalls, hard rock tunneling, remediation work, commercial construction and energy facilities.
PROFESSIONAL ACCOMPLISHMENTS
Established well qualified team and project control procedures for managing $110M dredging contract for the GE Hudson River Remediation Project. Required dredging over 300,000 CY of PCB contaminated sediments.
Managed $210M Atlanta West CSO Storage Tunnel and Pumping Station Project to successful early completion and within budget. Project included two 27-foot diameter TBM bored tunnels each about 4 miles long, three large CSO Intake Structures with Underground Chambers, 24-foot diameter overflow shaft with overflow structure, and 85-MGD Pumping Station.
Developed winning proposal for $1.5M wind turbine project. Managed turbine procurement, balance of project design, and infield construction of this project. Due to careful planning and coordination, installation was completed within 30-days from time of breaking ground.
Provided construction management services for dredging, excavation, de-watering/processing and disposal of 850,000 CY of PCB contaminated sediments from New Bedford Harbor. Developed successful intermediate projects which provided incremental steps that enhanced overall Project.
Developed, implemented and executed NOVA award winning $12M solution that allowed for successful completion and commissioning of $450M outfall for Boston Harbor Project.
Managed $220M C15A2 construction contract for $14.8B Boston Central Artery Project. This contract was for construction of 1,100 feet of cut and cover mainline tunnel and 500 feet of boat section located in congested North End section of downtown Boston. This work included over 5,200 linear feet of slurry walls, excavation of over 250,000 cy of material, utility relocations, demolition of existing structures, over 40,000 tons of steel work and placement of approximately 120,000 cy of concrete.
Managed the construction of $70 million Hong Kong SSDS Phrase 1 Outfall to completion on time and within budget. Project included mile long hard rock TBM tunnel, dredging over 3 million cubic meters of sediments, drilling for marine risers, and mile of seabed diffuser pipes up to 3 meters in diameter.
Managed construction of $110 million Secondary Treatment Facilities. Secondary facilities included 300-ton per day Oxygen Generation Plant, Secondary Selector and Reactor Basins, several large bypass concrete conduits, extensive piping and equipment galleries, Secondary Operations Building, five electrical substations/buildings, and related parking lots and roads. Over 90,000 cy of concrete was placed for this work. Work was completed on time and with minimal change orders.
Managed fabrication and installation of 55 Risers/Diffusers at end of 9.25 mile long Boston Harbor Effluent Outfall Tunnel. $76M Outfall Riser/Diffuser Contract was completed under budget and one year ahead of schedule.
Expert witness in both legal litigation and arbitration cases enabling development of proactive approach to management of engineering and construction projects that concentrates on identifying and addressing issues before those issues become problems. This approach has resulted in management style that actively avoids engineering and construction claims.
Managed group of engineers preparing estimates for design, procurement, fabrication, installation and offshore hookup of offshore oil/gas facilities ranging in bid value from $5M to $600M. This assignment involved working with operating units in United States, Europe, India, West Africa, Middle East, and Southeast Asia.
Negotiated and wrote contracts for construction and support services for the fabrication and offshore hookup of 40,000 tons of topsides facilities for Offshore Oil/Gas in Norway. Established project management team and project procedures for successfully executed $215M project.
Managed development of cost estimate and proposal for $95 million topside facilities project that included coordination with other offices in New Orleans, England, Scotland and Norway. Subcontract fabrication bids were obtained from France, Scotland, Holland, England and Norway.
Supervised team of engineers developing construction procedures and overseeing load out of construction equipment for 6,800 ton drilling/production platform with 2,200 tons of piling to be installed in 511 feet of water off coast of Brazil.
Developed request for proposals for offsite fabrication of 15,000 tons platform components, and managed those subcontracts for work performed in Scotland, Holland and Japan.
Managed offshore installation of oil platforms in water depths from 320 to 428 feet installed in waters of Norway and Scotland. This included working on barges in North Sea and at onshore fabrication yards in Scotland, Norway and Holland. Developed designs for special installation aids.
Developed successful structural designs for offshore oil drilling/production platforms for Gulf of Mexico and LNG Marine Loading Facility for Dubai.
Supervised structural design team of steel framing and concrete foundations for coal fired power plants. Personally developed number of automated design procedures that improved quality of completed designs while reducing time and effort to perform those designs.
While attending graduate school worked as Bridge Design Engineer designing large triple box concrete culverts, concrete retaining walls, and bridges for Interstate Highways.
