Mr. Swick has over thirty-six years of experience in the management and implementation of project controls / project management systems and services for the engineering, design and construction industry and for Fortune 500 Companies as a Project Management Consultant, a Program Manager, a Director of Scheduling, as a Senior Scheduler and as a Claims Consultant.
Exclusive experience in planning and scheduling the engineering, design and construction of major airport expansions, commercial high and low rise office buildings, hotels and convention centers, apartment complexes and condominiums, retail malls and anchor stores, governmental buildings and Corps of Engineer projects.
Historical Background
As a Program Manager, Mr. Swick provided on-site Program Management Services to Delta Air Lines, Inc. for Delta’s $500 million redevelopment of the Terminal “A†at Boston Logan International Airport being responsible for all aspects of project implementation including the development of the Master Program Schedule. Accomplishments during this assignment included keeping the program on schedule and on budget even though the project was well into the design and construction phases when the TSA mandated security check-point and baggage system revisions were issued following the events of 911. This was accomplished because the stringent cost and schedule controls that were in place helped maintain the overall budget and schedule throughout the redesign effort keeping the project on schedule for a Spring 2005 completion.
As a Director of Scheduling for two Top 25 General Contractors, Mr. Swick was responsible for the development and updating of all CPM Schedules and for issuing monthly schedule status reports for all projects under construction. Developed procedures for CPM Scheduling and Construction Claims Avoidance including the development of in-house training classes on these subjects for all Project Managers, Field Engineers and Superintendents. Also responsible for the development of all proposal schedules, and the development and presentation of all construction claims analyses and documents used for the negotiation of all requests for equitable time extensions and requests for extended overhead costs.
As a Construction Claims Consultant, Mr. Swick has provided independent analysis and preparation of construction claims for Contractors, Owners, Sureties and Attorneys for the following projects, with the end product being oral and written reports and exhibits used for negotiations and/or expert testimony in arbitrations, mediation, or trial:
• $7.5 million judgment in favor of the Surety on the $170 million Southport and Belmont Advanced Wastewater Treatment Plants in Indianapolis, Indiana.
• $3.5 million mediation in favor of the Kenton County Airport Board on the construction of the $13 million Comair Terminal at the Greater Cincinnati / Northern Kentucky International Airport.
