Responsible for managing the District’s Engineering/GIS/IT Department and served as assistant Board Secretary, managing Board meetings in the Secretary-Manager’s absence. Responsible for department budget, staff supervision, capitol project program, oversight of engineering and construction of system improvements and maintenance projects, local improvement district (LID) administration, plat reviews, developer construction plan reviews, water quality program, water allotment segregation & transfers, and development and maintenance of the district’s GIS system, etc. Managed design and construction of 43 capital projects over five years including a $500,000, 15-site SCADA system which included 3 automated gates, under a multi-year US Bureau of Reclamation conservation grant. Responsible for performing a district wide water allocation re-calibration, providing engineering expertise working with the Department of Ecology; Bureau of Reclamation and the Yakima Nation on a modified Yakima River water permit. Developed the RFP, managed consultant selection and contract management of the Withdrawal Alternative Study, including the application for Ecology grant funding and the grant management. Also managing the LID formation process for a 32-cfs irrigation system for Red Mountain.
Senior Civil Engineer December 2001 to October 2003

Responsible for all aspects of site development of commercial & residential land development, and public transportation projects. Projects included site improvement design and construction inspection of a 14-acre, 18 building apartment complex. Work included grading; roads and parking lots; water, sewer and storm drain systems; wetland delineation, and a Benton PUD power line relocation. This was a HUD funded development and required ADA accessibility throughout the site.

Responsible for planning and managing design and construction of transportation capital improvement projects. This included developing project objectives, specifications and timelines; negotiating and managing engineering contracts; managing financial accounts, and preparing project status reports. Responsibilities included securing state and federal grant funding; preparing SEPA documents; managing development of bid plans, specifications and cost estimates; purchasing right-of-way, securing permits and managing project construction and finances. Responsible for planning and conducting public meetings and open houses; prepared and presented project presentations to citizen groups, businesses and the City Council/Mayor. Developed and implemented the City’s first employee Commute Trip Reduction (CTR) program including drafting and implementing compressed work week, guaranteed ride home service, car pool and van pools and subsidized bus passes. Responsible for reviewing and approving other public and private companies’ CTR programs as required by state law. Projects included: Main Avenue South – $3.1M street widening project; May Creek Bridge Replacement – New $440,000 post-tensioned bridge; Park Avenue North – $5M street widening project including seven signalized intersections, water, sewer, storm drains, and power underground conversion/relocations.
Primary Structures Design Engineer July 1989 to July 1991
Boeing Advanced Systems, Seattle, WA – B-2 Advanced Technology Bomber Project.
Responsible for coordinating design of primary structures and engineering drawing releases with Northrop and the U. S. Air Force. Prepared 3D and 2D CAD/CAM drawings and electronic files for NC machining. Special assignments included serving as an engineer liaison for NC machining group fabricating composite doors and door hinge mechanisms. Secret (SAR) security clearance required.
