January 2004 – Present: President, TEI).
TEI is a minority owned small business enterprise located in GA that specializes in civil design, program management, construction management, grant management and contract administration. We have teamed with architects, engineers and contractors and performed on projects located in southwest Georgia for the City of Albany, Albany State University and Ft Valley State University. Specific design experience at TEI includes the following projects:
Ft Valley State University Stadium Expansion
Responsible for the project management of the
construction level civil/site plans for the
design build project to expand the stadium at Ft
Valley State University.
Albany State University 800 bed student housing facility
Designed a parking lot to include civil site layout,
drainage, lighting, erosion and
sediment control.
City of Albany, GA: Chehaw Park Authority.
This project required surveying, planning and
infrastructure design. TEI assisted with the
delivery of this project to include providing project management/research assistance.
City of Albany, GA: Nottingham Way Study.
This project included justification for
interchange improvements to include a 30 year
forecasted construction estimate. TEI
prepared an interactive cost estimate that automatically adjusted the estimate over a 30 year forecasted period based upon the inflation rate that was entered.
January 2003 – September 2009: Vice President-Technical Services, Alabama State Port Authority (ASPA). Mobile, AL.
Compliance officer for American Recovery and Reinvestment Act (ARRA) grants: Manage water resources, engineering, environmental, program management, central maintenance and central garage. I served as Owner’s technical representative for the development and construction of a $ 300 million world class deep water container facility (Choctaw Point Terminal). I wrote and managed ASPA’s Disadvantaged Business Enterprise Program (DBE). This enabled them to receive up to $ 65 million in federal grant funds. A composite analysis of my fiscal responsibilities at the Alabama State Port Authority included responsibility for over $ 550 million in design and construction projects. To expand upon this, I worked with the Alabama Department of Transportation in drafting the state’s first Unified Certification Program. I was responsible for managing an internal staff of 45 personnel as well as external architects, engineers and contractors that are responsible for completing the design and construction projects related to the ports FY 2009 capital budget which is in excess of $ 100 million. I assisted with the ILA 1984 union contract negotiations. I gained direct experience in managing hourly (union), state merit and contract employees. I worked closely with the following agencies during the Environment Impact Statement (EIS) phase of the Choctaw Point Terminal Project: Federal: U. S. Army Corps of Engineers, U. S. Fish and Wildlife Service, U. S. Environmental Protection Agency, U. S. Coast Guard, Federal Aviation Administration, Federal Emergency Management Agency, and the National Marine Fisheries Service. State: Alabama Department of Environmental Management, Alabama Department of Conservation and Natural Resources, Alabama Department of Transportation and the Alabama State Historic Preservation Office. Local: City of Mobile, Mobile Bay National Estuary Program, Mobile County and the South Alabama Regional Planning Commission.

I served in the capacity of the Assistant Director of Engineering from January 2001 – December 2002. I was responsible for civil engineering design/review.
I designed various civil structures to include city and county streets, roads, lift stations and storm and sanitary sewers.
I was personally responsible for the review of all site plans for commercial projects proposed within the city limits of Albany, GA. I wrote the scope of service, acquired funding from state and federal agencies and provided project management and contract administration services for various projects.
I was instrumental in acquiring and administering FEMA(Federal Emergency Management Agency)/GEMA(Georgia Emergency Management Agency) funds for the Henderson Road sewer and street repairs. This project was completed under budget and included mitigation issues to reduce future damage as a result of flooding.
I assisted with the Environmental Impact Statement for six Hazard Mitigation Projects designed to mitigate the effects of the Floods of 1994 and 1998. This project required coordination with the following agencies: U. S. Army Corps of Engineers (Savannah District), U. S. Fish & Wildlife Service, State Historic Preservation Service, GA Department of Transportation and the GA Department of Natural Resources.
I assisted with the U. S. Army Corps of Engineer’s Section 205 Study (Mobile District) for the following projects:
1. Flint River: This project consisted of a proposed levee and originated as a result of the Flood of 1994 (A Presidential Declared National Disaster).
2. Kinchafoonee Creek and Hog Pen Ditch: This project included an environmental assessment.
Housing and Urban Development - Economic Development Administration:
I personally managed the completion of five construction projects.
As a result of my management and engineering abilities, I was assigned a project that was over 2 years behind schedule. Within four weeks, I restored order and delineated a definite path of completion for the contractor and bonding company. I conducted a financial audit and corrected discrepancies that were made during previous construction cycle.
I wrote the City’s Draft NPDES Phase II Permit. I wrote the City’s revised Erosion and Sedimentation Control Ordinance. These policies ensured that the city was in compliance with GA Environmental Protection Division (EPD) requirements.
September 1996 – July 1997: Assistant City Engineer. City of College Park, GA.
I supervised the drafting technician in the use of AutoCAD and GIS software. I was responsible for site plan review and approval for all commercial construction projects in the City.
As the Community Rating System Coordinator, I was instrumental in lowering the city of College Park’s flood insurance policies by 10%.
I reduced the impact of future flooding by completing accurate community assessments and reviewing construction codes for compliance.
January 1994 – September 1996: Engineer, City of Albany, GA.
I supervised two drafters in the use of AutoCAD and soft desk software. I designed various projects to include residential streets, force mains and gravity sewers. Completed flood recovery street assessments for FEMA, GEMA and FHWA. Responsible for contract administration for the city’s entire flood damaged streets from the national disaster of the flood of 1994.
September 1993 – January 1994: Civil Engineering Technologist, GA Department of Transportation, Macon, GA.
I was the Assistant Project Manager for a $ 10 million section of the Eisenhower Parkway extension, a $ 9 million Forsythe railroad bridge and a $ 0.5 million reinforced earth wall.
May 1993 – September 1993: Estimator/Staff Engineer: D. L. Kirby, Inc. Miami, FL.
I prepared various cost estimates up to $ 1.3 million for bid submission. I coordinated the work for sub-contractors. I served as the staff engineer and reviewed submittals and shop drawings for compliance with the specifications.
April 1990 – April 1993 U. S. Naval Officer
I completed duties as assigned. My last assignment was as a civil engineer at the Public Works Department in Newport, RI. I completed the design for the expansion of a parking facility and access road.
