Mr. Van-Skyhawk has over 35 years of experience in the water and wastewater utilities services field. He has exceptional communication, planning and organizational skills. He is skilled in the basics of day to day operational activities such as; laboratory testing, diagnosing operations issues, training of managers, supervisors, process operating, laboratory analytical and electro/maintenance personnel. His experience includes work at publicly and privately operated municipal sites, both union and non-union projects in North American, Florida and Arkansas, Haiti and in Afghanistan.
Mr. Van-Skyhawk holds a Florida Class A Wastewater Operator license - 0003653, a Florida Class B Collections certificate – 111 (one of the first 120 people to receive a Collections certificate in the state of Florida) and a Arkansas Grade IV Wastewater Operator license – 008738. He was the DataStream, MP2 Enterprise Program (CMMS) Administrator for a large city utility and is DataStream MP2 Essentials 5.0 Certified. He is a past recipient of a regional Operator of the Year award as well as the Leroy H. Scott award, a state level Florida Water & Pollution Control award given for “an individual who has extensive knowledge of all phases of wastewater operations and has demonstrated a willingness to help others solve utility related problemsâ€.
He has experience as an on-site construction observer during four complete design, built and operated multi-million dollar wastewater and a water treatment facilities projects. He has the ability to read and interpret federal, state and local, rules and regulations, Operating Permits, requirements and conditions. Design specifications, drawings and asbuilts, as well as manufacturer’s reference materials and Operations and Maintenance manuals.
He is proficient at operational, maintenance and laboratory SOPs and JSA development and enhancement. He is a safety oriented manager that believes in protecting our greatest resource, people. Position: KAF Utility Manager (AFE)
Responsibilities: Oversaw the utility services (water production and distribution, wastewater treatment and collection and vehicle wash rack) for the Kandahar Air Field. Served as the KAF Technical Expert on the on the KAF Infrastructure Planning Board. Working very closely with COMKAF, he assisted in the development of all updated water conservation, wastewater treatment plans for development for expansion in the 2008/09 sessions. He worked hand in hand with two COMKAF Environmental Officers in performing very comprehensive Vulnerability Assessment and Master planning for the ROWPU, Distribution and well system as well as the Wastewater and Collection systems. His assessments regarding the Master Planning for the present imminent growth from a small base (population of 12,000) to a base equivalent to a typical sized north American City (population 30,000 plus) was influential and many aspects are presently being implemented here in KAF.
CH2M HILL, OMI, Fayetteville, Arkansas - October 2005 to June 2008
Position: Wastewater Treatment Operator II, Developmental –
Responsibilities: Operated at the 12.6-mgd City of Fayetteville wastewater treatment plant. He was responsible for troubleshooting operational, electro/mechanical and instrumentation problems and took corrective action or sought assistance as he deemed necessary. He developed, reviewed and revised Job Safety Analysis, Standard Operating Procedures and Unit Process Control Procedures, as well oversaw two facility operational training programs. Mr. Van-Skyhawk had multiple temporary assignments at various regional projects to evaluate CMMS programs (in regards to contract deliverables) and trained project personnel on the proper and efficient program.
He was instrumental in an extremely successful (as a key member of the start up team leadership) plant startup of an expansion at the original City of Fayetteville facility. His duties were expanded for the new 10 MGD Wastewater Treatment Plant for the City of Fayetteville client to perform start up for all of the process and equipment. He tracked and categorized all training notes and communications as well as construction observations on behalf of the client, the City of Fayetteville.

Position: Wastewater Treatment Operator II
Responsibilities: Operated the main wastewater facility and monitored two other similar facilities, multiple water plants, pumping stations and lift stations and Reuse (Fire Reserve and irrigation) lakes throughout the expansive project (The Villages) via Data Flow and Ci-Tect telemetry software (SCADA). He was responsible for the calibration of compliance in-line analyzers.

 Directed the City's in-house Vulnerability Assessment for the Water Treatment Plant, three Wastewater Treatment Plants, the water distribution system and the wastewater Collection system

 Overseeing the repair and rehabilitation after catastrophic failure of two sand filters at one of the 3 Water Reclamation Facilities without going out of compliance. This was a 100% public access reuse facility with no other redundancy
