As a Senior/Chief Estimator Project Manager I take the estimate and provide the field management team with all the information they need to build the project within budget (as estimated), and in sequence.
I am totally responsible for the bottom line on each and every project I bid and manage.
My approach has always been field-based. My strength is sequencing of the project with accurate productivity rates based on the individual activities.
I customize each estimate to meet the individual activities of the project. I do not use or believe in “canned†estimating programs.
I build a crew from scratch, install accurate production rates, and price the materials from specific quotes for each project.
I try to spend as much time in the field monitoring the production, and communicating with the crews so they totally understand what we are trying to do, so they can take part in the success of every project.
I try to instill a sense of pride of accomplishment in the crews which lasts long after the boss leaves the job, and they have to continue to produce at a high level..
I have found that you can have all the newest, largest and best equipment, but it is the “people†who through their actions make the company profitable.
It is not easy to do, but well worth the effort when you are successful.
For 40 years I have taken this approach, and when backed up by Ownership have found it very successful.

I have over 40 years of Varied Experience in the Heavy/Highway, Civil, Utililty, Paving, Building Industry, as Engineer/Inspector, Supervisor, Project Manager, Senior Estimator/Project Manager, Project Controls (Scheduling); Claims and Changes Specialist.
I started as a pipelayer on gravity sewer projects working on Co-Op at Northeastern University. I spent 9 years with CDM as a Resident Engineer/Inspector overseeing major sewer trunk line, large diameter water main, sewer and water pump stations, and WWTP Projects. I was responsible for monitoring compliance, field engineering adjustments to alignment, grade, documentation of progress and payment for federally mandated as well as local jurisdiction funding.
I started Estimating and Project Management in the Drywall and LGMF industry in 1981 and worked for 4 years bidding and managing large interior drywall as well as Light Gauge Metal Framed Exterior Panels - Face Lifts for old buildings in downtown Boston.
I spent 10 years in the Paving Industry Marketing, Estimating and Project Managing large Bituminous Concrete Site Projects as well as Massachusetts and New Hampshire DOT resurfacing and road building reconstruction projects.
I spent 3 years on the “Big Dig†Central Artery Tunnel project as a Contract Administrator/Estimator reviewing, approving and/or mitigating a reasonable settlement on fair and reasonable costs for warranted Claims. I was responsible on multiple Contracts to Review Change Order forward Pricing for settlement, review of baseline as well as accelerated schedules to maintain required completion dates for follow-on contracts.
I worked for 3 years as a Senior Estimator on the Design side of the Heavy Highway Industry for Keville Enterprises on many of the major Civil and Rail projects in Boston. On many of these projects I was initially provided a schematic design and asked to provide an Order of Magnitude Conceptual Estimate which would not be exceeded throughout the design stage of the project and the revised Design Estimates which were to follow. These preliminary estimates normally drove the future design since every facet of the work had to be included even though the design was only preliminary.

While with Keville, I spent 3 months on the Conceptual Estimate of the North-South Rail Link. This project created a double barrel underground rail tunnel alongside the newly designed Central Artery Tunnel Project in Boston utilizing TBM Construction (2 Tunnel Boring Machines imported from Germany). This Link provided continuous high speed commuter rail service from North Station through to South Station without having to switch to the MBTA service to continue through Boston. The Schematic Design called for several key major underground Rail Stations for connection to existing MBTA stations for commuting convenience which added to an Estimated cost which approached $10 Billion when contingency and inflationary costs were added. The project has not received funding to date.
Many of the projects I worked on called for the structural demolition/rebuilding of Underground Rail Stations, as well as extending rail service to additional communities that required Bridge Reconstruction, Re-widening, and Rebuilding through downtown areas, Pile and Trestle Construction through Wetland Areas, scheduling of the construction to coincide with existing rail service, at grade intersection crossings as well as flyover construction in busy downtown municipalities.. Most of these projects required Value Engineering Assessment, as well as Constructability Review which I provided during the project.
I spent two and a half years as a Senior Estimator/Project Manager for Weston and Sampson Services bidding and building Sewer and Water Pump Stations, and Treatment Plant Additions. I provided sufficient profitability on these projects to allow for a considerable increase in bonding capacity and DCAM (Massachusetts State Bldg Projects) participation which allowed us to grow and compete in the larger markets.
I spent 7 years working in the Utility and Site Work Industry as Senior Estimator/Project Manager bidding Major Utility and Site Work Project throughout Massachusetts and New Hampshire until the downturn in business due to the recession.
As a Senior Estimator/Project Manager my responsibilities included identifying potential projects to bid within the Construction Industry, Client Marketing, Bid Setup, Subcontractor and Material procurement, Specification and Plan Takeoff (In depth), Pricing, Negotiating with Client/Subs/Vendors, Final Bid Pricing Adjustments to Market Value for Open Bid and Negotiated Civil Projects, Scheduling of the projects prior to bid completion, Conversion of the Bid Estimate to Field Management Controls, Monitoring, Costing and Adjusting Production during the Progress of the Work to assure Project profits.
