SUMMARY OF EXPERIENCE
A solid 33 years of experience in the construction industry with significant emphasis in Program/Construction Management and Client Representative type programs. Twenty four years of career have been in managing complex public works construction programs with multiple prime contractors. Experience covers the entire range of project development to owner acceptance from initial client concept to programming, design and construction documents, bid packaging, construction contract award, permit acquisition, supervision and administration of multiple prime contractors, inspections to final completion and owner occupancy. Supervised the movement of several million cubic yards of earth, to accommodate construction progress. Duties in construction management include scheduling, cost estimating, cost and claims analysis, field and subcontractor supervision, change order management, and coordination of contractors to construction logistics staging. Strengths in administering multiple construction contracts and negotiations with contractors are accentuated by ability of managing contractors to perform their responsibilities on time and within an acceptable budget. Served on the program management team on a $1.4 billion International Arrivals Terminal (IAT) redevelopment. The JFK IAT Project represented complex project challenges and stakeholder arrangements: The Client was a joint venture (comprising of a partnership between U.S.-based and European-based private companies) under lease with the Port Authority of NY & NJ, to build and operate a 1.5 million square foot terminal in distinct project stages – constructing the new IAT building in the same central footprint as the existing terminal – with minimal disruption to the carriers, by a CM at Risk contractor. Responsibilities initially included baseline schedule review and evaluation, and evolved into supervision and construction oversight of the arrivals roads and utility relocation contracts. On Client’s behalf, also served as main negotiator for all landside and airside claims and change orders.

Hollywood Int’l Airport Ft Lauderdale, FL Int’l Airport Expansion Program Project Manager
Serving as Project Manager on a $365 million Airport Expansion Program, the project entailed a two-level, 18-gate, domestic terminal complex, new ramp and fueling system, a series of complex double decked roadway improvements to support the new terminal, as well as the development of a 5,000 car, CM at Risk, seven-level state-of-the-art parking garage with connectors to the new terminal and existing garage. Responsibilities included establishing a project baseline schedule, compiling necessary design criteria documentation for bidding purposes, evaluating proposals and making award recommendations to the Client, development of scopes of work and services agreements, as well as leading negotiations with the consultants. Also conducted design reviews and investigations to merit satisfaction (to ensure the Client received the best services for its money).
Cockborn Int’l Airport San Salvador, Bahamas Runway Extension Project Project Manager

While working on the Ft. Lauderdale/Hollywood International Airport Project, was temporarily reassigned to the island of San Salvador to review and analyze that project’s documentation and status due to the problems being experienced on the Bahamas project. Conducted an evaluation of all work performed to date, including holding interviews with the Engineer of Record, the Contractor’s supervisory staff, the testing facility staff, and others. At the conclusion of the investigation, a report was compiled to summarize findings as well as recommendations to mitigate and resolve the project’s issues; this report was submitted for review and implementation by the Prime Minister of the Commonwealth of the Bahamas.

1996 Olympic Projects Atlanta, GA Olympic Equestrienne Venue Construction Mgr.
Supervised twelve separate subcontractors in the construction of the equestrienne event arena for the 1996 Olympics to be held in Atlanta, Georgia. The project entailed concrete work, road construction, storm drainage and sewer system installation, as well as construction of five prefabricated metal, 42,000 SF barn structures, equestrienne training and performance tracks/courses on a 385-acre site.

Served as a Construction Manager and Resident Project Representative. The project entailed construction of a 19,000 SF terminal with two adjacent parking lots, and a 60,000 SF, 10-inch thick concrete apron for passenger enplanements. Supervised a multi-disciplined general contractor and site general contractor. Coordinated independent threshold and material inspections for the Client without affecting the Primes’ work and schedules. Conducted weekly progress and coordination meetings as well as implemented and expedited County zoning and coding approval. Reviewed and approved monthly payment requisitions for both a lump sum terminal building and unit price site improvement contracts. Negotiated all claims and change orders on the County’s behalf in regard to this project. In addition, reviewed and analyzed all delays and requests for extension of time and overhead, and made recommendations to the County.

Serving the School Construction Authority for the City of New York (Bronx), provided project engineering/management services on the construction of two, 1250 student capacity elementary schools totaling $65 million, each with a 250-disabled student facility. Duties spanned all aspects of a construction project, from initial design review with the Architects/Engineers, through bid preparation and review of proposals, to award of contracts. Performed Quality Assurance duties due to NYC inter-departmental jurisdiction certification disputes. Processed all contractor RFI’s, change orders, requests for payment, as well as reviewed and supervised the prime’s subcontractors during coordination and location of systems and materials. Conducted coordination/alignment meetings between the subcontractors for each school and the respective MEP Engineers of Record.

With the New York Department of Corrections as the Client, served as Assistant General Superintendent on the construction of a $142 million, 863-bed prison facility for medium and maximum-security detainees at Rikers Island Penitentiary. Supervised a foundation contractor on the installation of 1100, 14-inch diameter concrete-filled pipe piles to a depth of 167 feet each, and a series of 20x56-inch concrete grade beams for the facility footprint. Supervised three general, plumbing, mechanical and electrical prime contractors, as well as the prime site, interior security, security door, and window contractors. Also performed duties as the point representative for all Rikers Island Security issues, clearances, and coordination of the project, with 24-hour security operations on a 21,000 detainee island.

With the New York Department of Corrections as the Client, served as Assistant General Superintendent on the construction of a $92 million, 850-bed prison facility for women. This facility consisted of a similar design as the Nursery Beacon I project, with a nursery for pregnant women and those incarcerated with infants. Managed the same number of prime contractors as the Nursery Beacon I project, and fulfilled the same responsibilities.

City of New York Bronx, NY Co-Op City Project Asst. Gen. Supt.
Served as Assistant General Superintendent on the Co-Op City Repair & Renovations Project. Responsible for the supervision and administration of twelve prime contractors, each with 125 scaffolds in the air at any one time. The project consisted of five, four-level garages, 35 structures of 32 to 35 stories, concrete spandrel beam and caulking repairs as well as elastomeric roofing replacement. The work was performed while the buildings were occupied by more than 60,000 residents, requiring extensive coordination and safety for both the workers and the general public.

With the New York Department of Corrections as the Client, served as Project Engineer on the construction of a $42 million, 1600 bed dormitory-type minimum-security detainee facility. This facility was a pre-fabricated metal building with reinforced concrete filled CMU walls. The facility contained administrative, medical, recreational, kitchen and dining facilities, as well as dormitories. With only eighteen months between construction start and substantial completion (with occupancy of inmates), this was the first successful fast-track project executed for the NY DOC to date.
NAB CONSTRUCTION CORPORATION – September 1983 to October 1984
City of New York New York, NY Jacob Javits Convention Center Asst. Project Mgr.
As Assistant Project Manager, assisted in the design of a skylight and rain gutter support system for the convention center, as well as supervised the construction and testing of a mockup replica in a testing facility in Dallas, Texas. Supervised the construction and installation of the gutter, leveling supports, and skylight system, consisting of twelve 90x90 feet units on top of a space-frame node structure.
City of New York New York, NY Brooklyn Bridge Renovation Asst. Project Mgr.
With the New York State Department of Transportation as the Client, served as Assistant Project Manager on the high-profile Brooklyn Bridge Renovation Program. Duties included management of the steel truss and bridge anchorage reconstruction and modifications, as well as steel cable repair. Also coordinated all work with State DOT and City Officials to ensure the flow of traffic over the bridge was maintained daily, despite construction activities taken place overhead.

Conoco Chemicals Westlake, LA Linear Alkyl-Benzenes Plant Project Engineer
Served on the project management team that oversaw the construction of a chemical processing plant through its entire lifecycle – from initial land clearing and grubbing, through the construction of large concrete foundations for vessels and tanks, to installation of miles of process piping and controls, and finally to commissioning and start-up. Responsibilities included the supervision and administration of a successful $120-million hard dollar contract. In addition, managed the project’s value engineering efforts, as well as scheduling, trades and equipment coordination, contract document review, shop drawings review, vendor submittals processing, and supervising concrete contract crews performing rebar reinforcing. Also performed survey and field engineering duties as well as managed office engineering staff.

State of Ohio Columbus, OH Strip Mine Site Reclamations Field Engineer
As a Field Engineer for the State of Ohio (Department of Natural Resources), primary duties dealt with site reclamation of strip mine project sites. Responsibilities included inspection of vacated strip mine project sites in the southeastern portion of Ohio, and performing reclamation calculations and estimates in order for the state to reclaim the property for future utilization. Also assisted in the preparation of bid packages and proposal evaluations prior to contract award.

The first tower was completed to include tenant work as designed and specified by the Architect. Responsible for the calculation and configuration of a critical path method (CPM) chart/schedule that was utilized by the construction trades to complete the work one month earlier than estimated.

Responsible for all layout and installation of utilities as well as the supervision of third world nationals performing site improvement work in the construction of a 35-acre housing and recreation facility for Saudi Arabian military officers.
