Highlights of Experience
09/2007 - 02/2010; Project Manager and Senior Project Engineer for NV Energy’s largest and most complex telecom infrastructure projects which include their $0.5 Billion HACC Project and $0.45 Billion ON-Line Transmission Line Project. Telecom infrastructure design/spec and PM to full execution/cutover for; 1) 250 mile OPGW install of extra long haul (multiple 90 mile spans) with DWDM supporting multiple SONET OC-192, 10-40 Gbps Ethernet and HD “virtual presence†CCTV; 2) 22 remote site Ethernet Based Microwave Backbone network (including civil construction of remote sites); 3) New Combined Cycle Power Generation Plant; and 4) Multiple new EHV substations and Renewable Energy Generation Plants.
06/2005 – 08/2007; Previously for Lockheed/Martin, Senior Staff engineer and Deployment Lead for the telecommunication infrastructure being installed in support of the US Army Combat Training Center Objective Instrumentation System (CTC-OIS). Program provides an Ethernet-based network solution over fiber optic DWDM, Microwave Radio backhaul and 3G-4G Cell transport for Voice, Mobile IP, Data and HD/Broadcast Video in support of Geo-spacial telemetry/control applications. Responsibilities include network design consolidation/integration from design teams with focused expertise, validation of the design and equipment specifications, procurement, installation, integration with legacy systems and test/c.
12/1994 – 04/2005; For KEMA Consulting, assignments included numerous successful proposals, engineering & feasibility studies, and Project Life (inception to cutover) engineering/management of at least eight (8) major Fiber Optic and RF based “backbone†telecommunications networks in support of mostly foreign but some domestic power and transportation projects.
06/1985 – 12/1994; Prior to joining KEMA, worked multiple telecom and industrial control projects for The ETR Contractor in support of Government and NASA activities supporting Atlas/Centaur, Titan IV and Shuttle launch activities from the Kennedy Space Center and Cape Canaveral Air Force Station.
10/1981 - 05/1985, worked for ITT/Telecom in R&D of Central Office and Packet Switch (SS7-CCS) systems. 04/1997 – 10/1981; worked for the US Government on the Territorial Command Network project in Spain, in R&D of automated NC equipment and eight years (10/1966 – 10/1974) with the USAF as RF systems technician.
My career background began with a strong foundation as a technician and years of senior “hands-on†hardware and software engineering including R&D. For many years and with minimal supervision and guidance, I have successfully “built†(defined the architecture, specified the technologies and equipment, tendered, and managed from inception to cutover) large complex communications projects.
As a procurement specialist and project manager, I have written the commercial and technical tenders documents, evaluated Bids, led contract negotiations, arbitrated contract disputes, and deployed multi-billion dollar projects. In a consulting capacity, I have provided the expertise to guide customer decisions, solve issues, train key project personnel, specify design limits, develop type tests and work with manufacturers to solve engineering deficiencies. As PE, I have performed all engineering design tasks.
