I am an industry professional with years of heavy equipment experience directing construction and land development. I have successfully guided the construction of numerous sites through to final bond release with a team of consultants and staff. In 2003, these skills were offered to a variety of clients.
Professional Experience
Chapman Land Development Services, LLC 2003 – Present
Using years of construction expertise, we have been able to reduce projected costs and provide value to our customers. We helped develop plans with civil engineers to take advantage of the existing site conditions to reduce the amount of work needed to build the site. Evaluation of engineering on erosion, storm sewer, waterline, sanitary sewer, asphalt design and landscaping to advise changes to reduce costs. We have suggested changes to County Reviewers, directed civil engineers and expedited plans to approval. Coaching owners in negotiating favorable contracts for the site work and making recommendations on the buildings. Mentored owners staff on the entitlement and construction process. As the Virginia Registered Land Disturber for Client sites, regular reports were provided. Site management, the direction of contractors on the site and in the building and the coaching of onsite staff are some of the services provided. Worked with owners in acquiring the bonds for projects, the procurement of the permits for land disturbing and building construction, and the final release of the commitment,

Directing a staff in charge of the oversight and direction of several multi use projects from preliminary plan approval through final site development and bond release.
Some of the projects to note were the Prince William Town Center, a forerunner in the “town center†concept, and Port Potomac, a premier community including 988 single family/townhouse lots and strip commercial development
The duties included the requesting of proposals for engineering, construction and inspection services. Analysis, negotiation, recommendation, presentation and awarding of contracts were accomplished. Creating schedules for planned lot deliveries based on contracts, cash flow pro-forma analyses and reports to the owners.
Staff was encouraged to directed changes to the Civil Engineers’ plans, per county comments, per owners’ wishes and my value analysis. I attended meetings with county reviewers as the owners' representative and expedited the review process from Preliminary Plan through Construction entitlements.
Coached superintendents and their staff with regular site visits and meetings. Encouraged them to find solutions to their construction problems, listened to their experiences to help them, and evaluated their performance. They were guided in site maintenance, county compliance and public perception of the communities.

As the Manager of Land Development for Southbridge on the Potomac, a 2,800 acre mixed use development, I was responsible for the on site management of the project, primarily focusing on the coordination of infrastructure and lot development.
