Selected Accomplishments
Created and staffed a contracts department collecting over $20M for Parsons. Recently acquired company had lost control of contract administration, bonding, insurance and out of state payments with shortfalls of over $70M. Built structured contracts management department and implemented a tracking system for contract and subcontractor controls, and initiated mechanic's lien and other avenues for collecting amounts due the company.
While in Iraq, conducted analyses and recommended courses of action, saving the US Government over $20M. In one case, for example, a water pumping project in southern Iraq was “totally out of control,†months behind schedule and over budget with needs of ~$50M to complete. Analyzed situation, recommendations accepted, capping US liability for further costs and project completion.
Minimized losses to Industrial Indemnity Financial saving Xerox Financial over $200M. Financial guarantees, surety bonds and other instruments in the amount of $39B had been issued by this subsidiary of Xerox Financial Services. Created multi-disciplinary teams, established special purpose companies (“SPCâ€), hired employees, took over operations of various entities. Receivables were collected, equipment and other assets recovered and billings restored, resulting in more than $200M of savings to IIFC/Xerox.

Developed procedures, processes, and contract forms, as well as financial models and proposal materials, for a multi-prime program.
